OPERATIONS MANAGER 

Reporting to the General Manager, Essex Powerlines (EPL), the Operations Manager is responsible for coordinating the construction, maintenance and operational services of Essex Powerlines Corporation and third party services to Essex Power Services in accordance with the policies and directives of the Corporation.   Overall responsibility for the Health and Safety of EPL as it relates to policy development, training and enforcement. 

KEY RESPONSIBILITIES:

  • Ensure all procedures; policies or regulations adopted by the Corporation or set forth by regulation or legislation are followed.
  • Manage the maintenance, operations and new construction for Essex Powerlines’ distribution system.
  • Manage a monthly work plan, inclusive of weekly work crew assignments in accordance to the Asset Investment Strategy. Perform weekly Operations meetings between Operations & Engineering to monitor projects, set priorities and meet customer expectations.
  • Responsible for the development  and monitoring of departmental budgets with the assistance of finance as required,
  • Have a clear understanding of the parameters of all applicable Collective Agreements.  Provide leadership in resolving grievances, conciliation and arbitration between the Corporation and union members. 
  • Coordinate and work in cooperation with the JHSC to ensure safe work practices are implemented and complied with, and to promote H&S throughout the Corporation.
  • Ensure the organization is compliant with all legislative requirements and is empowered to make decisions on behalf of the organization to achieve compliance where necessary.
  • Perform other related duties as needed or required. 

SPECIALIZED TRAINING AND LICENSES: 

An ideal candidate will have a College or University Diploma in Engineering or a related field, plus five to seven years’ experience at the management level in the electric utility industry, or a minimum of 10 years’ experience in multiple disciplines, preferably at the management level. Industry experience will be considered an asset. A combination of academic credentials and background experience which demonstrates understanding/familiarity with the electric industry or which exemplifies a viable/desirable transfer of skills and abilities from other industry sectors. 

Familiar and experienced with reading and interpreting applicable Health and Safety legislation and requirements. 

Familiar with the development, monitoring and compliance with departmental budgets and basic accounting functions. 

Familiar with resource planning, scheduling and crew management to maximize productivity, efficiency and ensure safe work practices and quality workmanship are adhered to. 

Knowledge of 27,600 volt transmission system, 13.8 KV, 8KV and 4KV distribution system as well as the locations and proper operating procedures for associated equipment, such as line switches, air break switches, reclosures, capacitors, sectionalizers and transformer stations. 

A thorough knowledge of all electrical industry regulations as well as the ability to relate same to subordinates. A thorough understanding of ESA Regulation 22/04 with relation to Construction Verification programs would be advantageous. 

Possess excellent communication skills and have the ability to put together concise, supporting documentation and be able to communicate both written and verbally with all levels of the corporation. 

Good working knowledge of spread sheet and word processing software applications. 

Ability to read and interpret blue prints, technical drawings and specifications.
