Manager, Capital Projects

 

Job Purpose

This position is responsible for providing leadership to the Capital Projects work group and assumes overall responsibility for design, execution and reporting of Horizon Utilities distribution capital expenditures.  Design activities include subdivision developments, capital renewal projects and relocations of distribution system plants.  Execution and reporting responsibilities involve the management and monitoring of distribution capital expenditures to ensure adherence to the approved distribution capital budget.   This position implements departmental short and long-term objectives, policies, budgets, operating and strategic plans. Furthermore, this position approves all project designs for technical competence and ensures Company standards are met. This position develops relationships with external and industry stakeholders and customers, contractors and outside agencies.  This position is also responsible for the distribution system capital expenditure reporting and development of distribution capital quarterly forecasting. 

Main Responsibilities

  • To provide leadership and guidance to the Capital Projects team through:
  1. Interacting with employees to encourage self-directed action, and promoting leadership and fostering mutual respect and integrity.
  2. Developing management skills of direct reports by providing, coaching and setting clear objectives for achievement.
  3. Developing and maintaining a one-year engineering resource plan.
  4. Developing, maintaining and implementing work processes and procedures and communicating them to staff.
  5. Identifying staff training requirements in conjunction with Training & Development.
  6. Ensuring compliance and revising departmental policies and procedures as required and communicating changes to employees.
  7. Conducting attendance management meetings and annual performance reviews as required.
  8. Ensuring technical competence in the design of projects.
  • To ensure the efficient and effective operation of the department by:
  1. Preparing capital and operating budgets for the design work group.
  2. Working closely with Engineering and Asset Management group to develop capital budget costing.
  3. Monitoring and managing budgets on a monthly basis and preparing variance reports. 
  4. Assuming responsibility for ensuring organizational compliance with public safety regulation Ontario Reg.22/04, including coordination/completion of annual third party audit, compliance statements and submission of same to ESA. Identifying and communicating any non-compliance issues to appropriate management staff for action.
  5. Overseeing the engineering communications of planned construction projects.
  • To ensure that Health and Safety requirements are met by:
  1. Supporting and participating in regular Health and Safety meetings.
  2. Demonstrating leadership role in Corporate Health & Safety initiatives including conducting periodic department visits and attendance at internal safety meetings. 
  3. Conducting Health and safety management of staff and contractors within area of responsibility in engineering including safety auditing and incident investigation.
  4. Performing monthly office inspections including ergonomics review.
  • To provide support to other management staff as required.
  • To perform other duties as assigned. 

Position Qualifications

  1. University Degree in Electrical Engineering or equivalent.
  2. Must be licensed with Professional Engineers Ontario as a Professional Engineer or equivalent.
  3. Minimum 3-5 years of experience at a management level.
  4. Minimum of 10 years professional experience of which 5 should be in electrical distribution system design, construction methods and distribution system components and applications.
  5. Certification and knowledge of the Utility Work Protection Code, Occupation Health and Safety Act and IHSA regulations that apply to distribution system design and construction.
  6. Working knowledge of technical specifications/standards including CSA, CEA, and ESA.
  7. Subject Matter Expert (SME) on Ontario Regulation 22/04.
  8. Knowledge of health and safety legislation and safe work practices and procedures.
  9. Strong leadership ability with the commitment to inspire a work force to exceed goals and expectations.
  10. Strong project management and analytical skills and strong attention to detail.
  11. Excellent written and oral communication skills.
  12. Strong interpersonal skills and ability to multi-task in a fast paced environment.
  13. Enhanced conflict resolution skills and the ability to handle difficult situations.
  14. Advanced computer skills including Windows applications Word and Excel.
  15. Strong labour relations’ skills. Demonstrated experience in a unionized environment.
  16. Must hold and maintain a valid “G” driver’s license.
  17. Experience in a multi-service utility environment an asset.
