POSITION SUMMARY: 

Reporting to the Vice President of Engineering & Asset Management, the Manager of Engineering will be responsible for managing day-to-day distribution engineering.  The Manager of Engineering will implement, coordinate, and maintain management control and supervision over all distribution engineering, and distribution apparatus and inspection activities. 

MAIN RESPONSIBILITIES: 

  • Oversee the day-to-day operations of the engineering department, including the preparation of design plans, specifications and materials requisitions for the construction and repair of overhead and underground electric power distribution and street light systems.  Oversee locates.
  • Review and “stamp” engineering drawings.  Review and assess capital cost estimates, including economic considerations for major projects, and establish operating parameters for related equipment. 
  • Manage utility construction projects, taking responsibility for contract administration, schedule coordination, public relations, inter-utility coordination, and quality control.  Liaise with Municipal      officials, contractors and customers.      
  • Work closely with lines sub-foremen to complete and approve engineering plans, including in-field construction decisions and supervision of tests.  Ensure efficient usage of outside consultants working on major programs.
  • Make recommendations for the electric utility in areas such as electric power, distribution substations, system operation, system protection, metering, energy management, lighting, communications, load forecasting, system planning, budget planning, distribution routing studies, easement acquisition and smart grid enhancements.
  • Work with, and provide guidance to, customers in applying the utility’s Conditions of Service in establishing service requirements. 
  • Monitor utility compliance with provincial electrical regulations, including ESA Standards and Ontario One Call requirements (i.e. locates).   Ensure successful completion of ESA audits and identify and implement procedures for electrical regulation compliance. 
  • Research, review, recommend and create specifications for new tools and materials for use throughout the distribution system with the goal of improving: efficiencies, employee safety and the integrity of the system.
  • Prepare frequent detailed reports to the engineering and operations departments on the goals and progress of the department.  Prepare Board of Directors reports and present to the board as needed. 

QUALIFICATIONS

Education: Engineering Degree with a Professional Engineering Licence in Ontario. 

Experience: A minimum of 8 years of engineering work experience. 

Knowledge: i) Excellent interpersonal skills, project management; (ii) Extensive knowledge in electrical distribution designs, industry standards, and work practices; (iii) Knowledge of the principles and practices of electrical engineering related to utility power distribution systems; control systems design that utilizes computer based systems and electro-mechanical devices; electrical system operation characteristics; electrical testing methods and procedures; methods and materials used in construction of electric utility facilities; policies and regulations governing the construction, extension and maintenance of electric utility facilities; (iv) Comprehensive understanding of SCADA, GIS and Operations (DC) (i.e. Protection and Control).  Knowledge of OH&S Act, MOL, MOE, ESA, OEB, IHSA rules & regulations.  

Skills: (i) Troubleshooting, problem resolution, engineering skills. (ii) Proficiency with the Microsoft Office suite of programs, specifically Excel and Word, (iii) Strong oral and written communication skills, and (iv) Ability to work well with all levels of management, colleagues and external contacts.
