MANAGER OF FINANCE & REGULATORY

 

Position Summary:

This position reports to the Chief Operating Officer “COO” and is responsible for the management and administration of the financial system ensuring the accuracy and integrity of the financial statements, including analysis of financial results, coordination of the annual budgets, preparation and filing of rate applications and compliance with regulatory policy.

Major Responsibilities: 

Financial: 

  1. Responsible for the development and preparation of the annual operating and capital budgets.

  2. Approves expenditures, monitors departmental budget and organizational budgets on a monthly, quarterly and annual basis and initiates corrective action when required.

  3. Recommends changes to and monitors compliance with corporate accounting and financial policies and practices. Plans, designs and develops management control systems to minimize risks.

  4. Assists in the development of the business plans and business case analyses for new projects or ventures; assesses viability to ensure compatibility with corporate goals and objectives.

  5. Administers and manages outsourced services related to finance and regulatory activities. 

 Technical:

  1. Assists the COO in developing long-term direction and controls consistent with the mission, core values, goals and strategic directions of the corporation.

  2. Oversees and directs the financial operations of the corporation including financial reporting, tax planning, cash management, analysis and interpretation of financial information. 

  3. Establishes departmental goals and objectives consistent with company policy and in coordination with the overall company goals.

  4. Plans, designs and develops organizational financial goals and administers the security and management control systems related to finance and accounting systems. 

  5. Carries out the Ontario Energy Board’s (“OEB”) mandate to ensure compliance with OEB regulations.  Manages the preparation of OEB and other stakeholder related regulatory reports. Primary lead for electricity rate applications.

  6. Responsible for the coordination of the external audit supervision and the completion of the annual financial statements and working papers.

  7. Manages the development and implementation of special short and long term financial projects for the improvement of the organization.

  8. Reviews existing policies; initiates and implements new policies and procedures that include detailed work procedures and processes.  

Provision of Expert Advice:

  1. Counsels and confers with the COO on the on-going business of the organization, especially as it refers to matters of a financial and Regulatory nature and keeps the COO informed as to any unusual items which have a significant effect on the utility’s operation. 

  2. Develops and maintains effective working relationships with a variety of stakeholders, including Board and Committee members, Management and Union Staff and external agencies.

  3. Prepares reports for the consideration of the COO and members of the Senior Management Team as required.

  4. May be required to attend Board of Director or Committee meetings. 

Management:

  1. Responsible for compliance with all applicable regulations, corporate policies, procedures, safety rules.

  2. Leads talent management and development for the Finance department.

  3. Delegates work, hires, conducts performance reviews, disciplines and ensures that training and development is available to enhance performance of employees.

  4. Ensures achievement of departmental goals and objectives. 

Skills:

  • Demonstrated ability to analyze complex problems, adapt to new and rapidly changing situations, plan and organize the affairs of the department in alignment with the corporate strategic plan and the willingness to accept responsibility and make decisions.

  • Strong leadership skills in hiring, understanding, selecting, developing and motivating a team of employees within the department.

  • Demonstrated ability to effectively direct, motivate and mentor staff, deal with stakeholders in a courteous and tactful manner and use advanced written and verbal communications to influence others.

  • Excellent written and oral communication skills

  • Advanced skills in the understanding and use of office computer software programs, and financial information system databases. 

Knowledge/Education;

  • Requires a minimum of a university degree in Accounting/Finance or equivalent.

  • Professional accounting designation:  CA, CGA, or CMA.

  • A minimum three years’ experience with a strong analytical, project management, communication and interpersonal skills.

  • Progressive experience with utility accounting/regulatory areas, a sound working knowledge of IFRS, knowledge of Cayenta and Jonas financial systems is considered an asset.

  • Basic knowledge of the IHSA rules and OEB codes and regulations.
