Vice President, Hydro Operations

 

EnWin Utilities Ltd., is Windsor’s local distribution company, responsible for the distribution of electricity and the servicing and maintenance of Windsor’s powerline infrastructure.  As well, EnWin Utilities Ltd. provides managed services for the Windsor Utilities Commission, whose mandate is to deliver an abundance of clean, reliable and safe water for Windsor and the surrounding regions’ residences and businesses.

The Vice President, Hydro Operations is a member of the Executive management team accountable for the development and implementation of EnWin’s Hydro Operations strategy.  Reporting to the President and CEO, this senior position provides strategic leadership and oversight of the Hydro Distribution, Hydro Engineering, and Conservation and Demand Management teams, through its team of Directors with a focus on providing safe, efficient and reliable delivery of power to all customers.  

         Key Responsibilities: 

  • As a member of the Executive management team, is responsible to support the CEO and to provide leadership, direction and input into the success of the organization as a whole with an emphasis on short and long term strategic planning. 

  • Primary responsibility to oversee the senior management team responsible for Hydro Engineering, Distribution, and Conservation, including policy development and recommendations to the Board of Directors in relation to hydro operations, budget and operating plan development and oversight consistent with the corporate strategy.  Clearly define roles and responsibilities and delegate limits of authority and decision making to direct reporting areas. 

  • Champion and drive the Board’s strategic operating priorities through the development of operational plans within the existing regulatory framework, policies, and guidelines established by the Board and the President/CEO. Facilitate and approve operational procedures, programs and initiatives recommended by hydro senior management. 

  • Assess current asset management, planning, scheduling, preventative maintenance strategies and system monitoring and implement a best practices approach to these functions in a manner consistent with the other business lines of EnWin. 

  • Ensure the appropriate execution of operational plans with input from the hydro senior management team to ensure achievement of strategic priorities. Develop, monitor, and analyze Key Performance Indicators, annual objectives and long term plans to ensure the organization meets and remains on target. Optimize staff and material resources while driving continuous improvement through the organization. 

  • Ensure the operations are in compliance with all Federal and Provincial legislation and industry codes, and health and safety standards, working collaboratively with the Human Resources department. 

  • Overall responsibility to develop, justify and deliver the hydro capital and operating budget and is accountable for performance against the plan. 

  • Participate in public meetings and maintain positive and strong lines of communication with all stakeholders including the public, members of the Board and community partners. 

  • Lead, coach, counsel, develop, motivate and mentor hydro senior management through career development, performance management and clear annual objectives and indicators. Develop a succession plan in conjunction with Human Resources in order to ensure long term sustainability of the organization. 

  • Advise on issues related to the collective agreement, participate in the grievance and arbitration process as required. Identify areas in the collective agreement and company policy that require improvement and modification and provide suggestions regarding amendments. 

  • Engaged by the President/CEO to provide reports and recommendations specific to Hydro Operations and acts as a resource for all key stakeholders.  

    The successful applicant must have the following skills and competencies: 

  • University degree in Engineering, Business, or other fields of study which may be combined with appropriate specifically relevant management experience.

  • Preference may be given to those applicants with a Professional Engineering (P. Eng.) designation.

  • Minimum 10 years of professional experience at a mid to senior management level in an organization similar in size (or larger) to EnWin Utilities Ltd., demonstrating overall progressively responsible career growth.

  • Experience working with and reporting to regulatory bodies and Boards of Directors.

  • Experience managing operations within a highly regulated utility environment or a related service or manufacturing organization.

  • Very strong business acumen combined with a clear understanding of the technical requirements of the electricity sector.

  • Experience leading Hydro electricity distribution, operations, and engineering teams will be considered an asset.

  • Proven ability to develop and maintain strong union relationships.

  • Proven strong negotiation and interpersonal skills.

  • Proven ability to build and lead effective teams and build collaborative relationships with all stakeholders. Able to negotiate win-win solutions.

  • Able to logically and clearly convey ideas both verbally and in written form. Able to present compelling arguments/opinions with an understanding of the audience.
