FINANCIAL AND REGULATORY ACCOUNTANT

 

The Financial and Regulatory Accountant ensures that the accounting activities for regulatory financial reporting are in compliance with all Ontario Energy Board (OEB) policies and guidelines. This position will primarily be responsible for the preparation of regulatory accounting entries, variance analysis and keeping proper financial records. Additionally, this position will also provide detailed financial analysis to support business decisions and assist in the preparation of regulatory rate filings. 

KEY RESPONSIBILITIES: 

  • Act as a key resource to provide expert advice and recommendations in the implementation of all OEB, OPA and IESO codes and regulations in order to ensure corporate compliance.      
  • Tracking and reconciling all OEB accounts, including business rationale for changes in balances, cost side of accounts subject to prudency review (i.e. conservation, smart meters) and the cost side of IESO programs;
  • Provide detailed financial analysis to support business decisions;
  • Initiate a process that requires managers to be responsible for the review of variance accounts and sign-off on transactions within accounts on a monthly basis;
  • Reconciliation and tracking of IESO bank deposits, cash flow, incentive payments and program bonuses;
  • Quarterly review of variance accounts for “trigger analysis” and account disposition;
  • Tracking of rate riders, balances and status’;
  • OEB RRR report preparation, support and backup for filing submission;
  • Assistance in accounting matters for regulatory applications;
  • Assist in development of load forecast and in RRR affiliate reporting;
  • Assist in preparing the evidence required to support the company’s rate rebasing application;
  • Maintain OEB Trial Balance.

IDEAL CANDIDATE PROFILE: 

  • University Degree in Finance, Accounting or Business Administration;
  • A CPA accounting designation such as a CA, CGA or CMA a definite asset;
  • Minimum 5 years experience in a professional regulatory and or accounting role;
  • Understanding of billing rates and codes, and how they flow into GL and OEB accounts;
  • Expert in OEB Accounting Procedures Handbook;
  • Ability to keep up to date with new OEB initiatives;
  • Knowledge in affiliate agreements, costing, tracking and reporting;
  • Must possess good communication skills (both written and verbal);
  • Organizational skills and ability to manage multiple priorities and meet strict deadlines;
  • Excellent analytical skills.
