Position Purpose:

The Manager, System Control manages and administers the operation of the 24/7 distribution network to maintain an efficient and reliable supply of electricity.  This position optimizes the safety and performance of network assets through effective development and implementation of distribution system utilization programs and procedures. This role also leads their supervisors and staff complement in safe and efficient manner.

Responsibilities:

Technical Leadership

  • Leads and provides direction in the development and maintenance of outage management and distribution system utilization programs
  • Leads and provides technical direction toward compilation of reliability, feeder switches and customer statistics for system planning and customer outage inquires
  • Provides leadership input and requirements for the management and maintenance of the SCADA and OMS system
  • Provides the framework for dispatch services of operations on the distribution network
  • Performs other duties as assigned

 Strategic Planning and Leadership

  • Provides input to the development and implementation of emergency and system planning procedures, practices and training programs
  • Provides technical specifications, evaluation criteria and recommendations to ensure effective procurement of equipment
  • Provides input to annual business plans and budgets and manages resources accordingly
  • Researches, recommends and implements new or enhanced training, policies, procedures and processes to improve operational effectiveness

  Compliance and Risk Management

  • Ensures compliance to legislative, regulatory and Health & Safety policies, procedures and standards
  • Ensures operational compliance to all IESO Market Rules and the Ontario Reliability Compliance Program (ORCP)

 Relationship Management

  • Co-ordinates operating activities with customers, members of other departments and other controlling authorities
  • Maintains effective liaisons with Hydro One and IESO Operations representatives
  • Effectively participates with all Operations team members to ensure awareness of all operational issues

 Resource Management

  • Provides leadership and support to all employees engaged in the day-to-day activities of operating the distribution network to maintain a safe, reliable and efficient supply of electricity
  • Provides overall people leadership and direction through coaching, development, performance management and resource planning
  • Manages department projects and key initiatives to ensure quality and timely completion within budget

 Safety Leadership

  • Ensures all aspects of Company’s safety philosophy is executed and adhered to
  • Supports and promotes the corporate safety culture
  • Ensures all safety audits, work observations are completed and all incidents are investigated in a timely fashion

Education:

  • Bachelor’s degree or College diploma related to Electrical Engineering or recognized equivalent
  • Registered member of Professional Engineers Ontario (PEO) or Ontario Association of Certified Engineering Technicians and Technologists (OACETT) in good standing (preferred)
  • Must hold and maintain a valid class G driver’s license

  Experience:

  • Minimum 10 years’ experience including at least 5 years of supervisory experience, preferably in the electrical distribution industry
  • Experience in a unionized utility environment an asset

 Specialized Knowledge:

  • Good knowledge of the integrated bulk electrical system and components; generation, transmission, and distribution
  • Good knowledge of distributed energy resources and impact to distribution networks
  • Excellent knowledge of System Control and Data Acquisition (SCADA) systems
  • Excellent knowledge of customer and geographic information systems (GIS) and Outage Management System (OMS)
  • Excellent knowledge of the Electrical Utility safety rules and Utility Work Protection Code
  • Excellent knowledge of regulatory and governmental requirements (OEB Rules and Regulations, PIPEDA and OHSA)
  • Proficiency with MS Office applications
