Metering & Operational Technology

POSITION SUMMARY

Reporting to the Vice President, Engineering & Operations will provide technical expertise to oversee critical operational systems, ensuring service continuity, systems integration and data availability. With a predominate focus on maintaining and improving next generation smart meter and wholesale revenue metering infrastructure, the Systems Engineer will also help support integrated GIS, OMS and SCADA platforms; the development of process automation solutions; facilitation of data analytics; power quality monitoring systems; associated communication networks; OT cyber security; various operational databases, aggregators and mobile workforce solutions.

RESPONSIBILITIES & DUTIES

General

  • Provide technical oversight of the operation, maintenance, management, upgrade, renewal, and security of advanced metering infrastructure and operational technology
  • Prepare and signoff on engineering assessments, reports, studies, plans, specifications, designs, drawings, maps, calculations, policies, procedures and work instructions
  • Develop project plans, justifications, cost-benefit analyses and estimates
  • Act as a project manager for assigned projects and initiatives; define scopes of work, track budgets, manage timelines, change orders, work quality and deliverables; keep detailed project records
  • Review and approve designs; enforce code, regulatory and contract compliance
  • Obtain various permits, approvals and registrations
  • Establish, evaluate or manage vendor relationships, service contracts and warranties
  • Represent the organization as an engineering subject matter expert and technical authority 

Metering Infrastructure

  • Provide engineering oversight of AMI and wholesale revenue metering systems architecture
  • Help develop and oversee execution of annual capital and maintenance programs, including meter check (cross phase & accuracy analysis), meter replacement and meter reverification programs
  • Monitor daily operations; flag and escalate emerging issues; coordinate corrective actions
  • Develop, review and approve metering construction standards and installation designs
  • Investigate, specify and approve equipment
  • Help direct metering work; provide technical support to AMI operators and field staff; assist troubleshooting customer metering complaints and power quality issues as required
  • Champion suite metering solutions and service offerings; ensure developer requirements and construction timelines are met

Data Analytics & Process Automation

  • Oversee various operational databases and information systems;
  • Monitor, manage and enhance systems integration, data acquisition, data validation and information processing
  • Facilitate data analysis by implementing systems and processes to improve data mining, data cleansing, advanced computation, simulation and predictive modeling
  • Investigate, identify and develop process automation solutions

Operational Technology Support

  • Collaborate with IT, GIS technicians and other engineering professionals to maintain critical SCADA, GIS and OMS systems
  • Optimize and leverage the AMI network to enable field device connectivity, power quality monitoring systems, distribution automation and IoT deployments
  • Champion mobile workforce solutions; research, select and rollout new technology; engage a broad range of cross-functional stakeholders; implement change management practices

Cyber Security

  • Implement operational technology cyber security controls required for compliance with the Ontario Cyber Security Framework and evolving industry best practice
  • Maintain detailed asset inventory lists, network diagrams, process maps and data flow charts
  • Help facilitate system audits and testing to identify and address vulnerabilities
  • Implement business continuity and disaster recovery plans
  • Collaborate with IT to identify and manage appropriate security appliances

Safety & Reliability

  • Ensure adherence to OHSA, EUSR, UWPC, OESC, DSC, RSC and Ontario Regulation 22/04, including Measurement Canada and IESO metering requirements
  • Manage auditing, reporting and compliance with various regulatory agencies
  • Assess design problems, equipment failures, asset obsolescence, and adherence to changing regulatory requirements
  • Conduct root cause analysis
  • Research, develop and recommend upgrades, renewals and design improvements to enhance safety, reliability and operational efficiency
  • Report system deficiencies and safety concerns; assess, recommend, prioritize and implement corrective actions

QUALIFICATIONS

To be considered for this position, applicants must meet the following minimum requirements:

  • Bachelor’s Degree in Electrical or Computer Engineering
  • Licensed Professional Engineer in the Province of Ontario or ability to obtain within 12 months
  • PMP and CCNP designations considered an asset
  • Proficiency in Microsoft Office Suite, CAD and GIS
  • Advanced understanding of metering theory, design and applications
  • Experience maintaining operational technology in a utility environment
  • Knowledge of Connexo and MV90 systems
  • Ability to script, program and automate
  • Proficient with VBScript, C#, .NET, SQL, ASP, PHP and HTML
  • Basic knowledge and experience maintaining networks
  • Awareness of OEB Cyber Security Framework and industry best practice
  • Strong project management, organization and time management skills
  • Knowledge of OHSA and its regulations, Safe Work Practices, Electrical Utility Safety Rules, Utility Work Protection Code and Ontario Electrical Safety Code
  • Strong leadership aptitude; excellent interpersonal and communication skills; able to listen to and motivate others
  • Analytical with excellent reasoning & decision making skills; ability to conduct research to support decisions and recommendations
  • Organizational savvy and political acuity; ability to recognize and deal with sensitive issues in a discreet and professional manner
  • Valid Class G Driver's License in good standing
