Metering Technologist

 

PowerStream Inc. is the second largest municipally-owned electricity distribution company in Ontario, providing service to more than 355,000 customers residing or owning a business in communities located immediately north of Toronto and in Central Ontario. It is jointly owned by the Cities of Barrie, Markham and Vaughan.

 

Purpose:

Reporting to the Supervisor, Metering, this position is responsible for installing, maintaining, removing and troubleshooting of single-phase and poly-phase metering installations for residential and commercial customers.  The incumbent is responsible for MV90 and associated equipment and software to support the corporation’s accreditation status.

 

Job Duties and Responsibilities:

 

1)  Safety:  Responsible for a working knowledge and understanding of and make all efforts reasonable to work in accordance with and ensuring work is done in compliance with the appropriate safety legislation, EUSR rules, PowerStream policies and procedures and safe work practices  that apply to the work while adhering to the internal responsibility system. Reports any unsafe conditions or observed unsafe work practices using PowerStream procedures.

 

2)  Installs, maintains, removes, replaces and troubleshoots single-phase and poly-phase metering installations for residential and commercial customers. Upgrades wholesale meter points to current IESO and Measurement Canada standards.

 

3)  Performs cross-phase analysis and troubleshoots low and high voltage transformer metering installations using equipment in compliance with national standards.

 

4)  Performs remote interrogations and programming of electronic meters using metering software.

 

5)  Delivers telemetry and billing data to IESO and Protection and Control.

 

6)  Create detailed schematics of metering installations, single line diagrams, measurement error corrections, engineering unit reports and commissioning documentation.

 

7)  Install, test and commission all high voltage metering installations and JIT critical installations.

 

8)  Analyzes metering data to ensure accuracy and validation for the corporation’s revenue metering.

 

9)  Completes registration documentation for wholesale metering installations and prepares supporting documentation for the Engineering Department.

 

10)  Troubleshoots communication problems related to the interrogation of meters. 

 

11)  Maintains Meter Service Provider system to ensure compliance with IESO requirements.  Develops and maintains procedures to ensure compliance.

 

12)  Acts as the field representative for IESO audits.  Liaises with other departments on metering or other related issues.  Liaises with customers regarding service requirements.

 

13) Evaluates, tests, researches and reports on new metering related technology and telecommunications.  Provides technical support and acts as technical resource for staff on meter related issues.

 

 

Experience and Educational Requirements:

 

Experience:

  • Requires a minimum of      5 years of related experience.

Education and Professional Designations:

  • Requires a      Journeyperson Metering Certificate that is EDA accredited with a college      diploma in electronics or electrical engineering at the      Technician or Technologist level and eligible for OACETT      accreditation.
  • Requires applied      knowledge of advanced metering and metering requirements of Measurement      Canada.
  • Journeyman Meterperson      certification
  • Requires a valid Class      “G” driver’s license.

 

Skills and Competencies:

  • Demonstrated ability      to solve moderately complex problems.
  • Requires advanced skills      in the use of metering related software and computer software programs for      word processing and spreadsheet applications.
  • Requires advanced      knowledge of Occupational Health and Safety requirements as it relates to      individual, organizational and operational requirements.
  • Requires advanced      knowledge of E&USA rules and other safety related regulations.
  • Demonstrated written      and verbal communication skills with coworkers and members of the public      to achieve positive outcomes for the company.
