Position Purpose:

The CC&B Programmer Specialist provides advanced technical expertise in the design, development, testing, documentation, implementation and user support of complex system, business software and system enhancements as pertains to the meter-to-cash business operation. 

Responsibilities:

  • Provides advanced technical expertise in the design, development, testing, documentation and implementation of complex system, business software and system enhancements
  • Collaborates with other programmers to develop new software programs and applications
  • Determines departmental requirement; interprets and predicts user needs and make recommendations
  • Enforces system maintenance enhancements and documentation of all applications
  • Troubleshoots to diagnose and resolve system issues
  • Researches current and emerging intranet and internet technologies and issues for web strategy and architecture development
  • Conducts cost-benefit analyses of proposed intranet and internet web implementations
  • Works with vendors to implement new software products and systems and to resolve adaptation issues
  • Ensure related IT policies and procedures are enforced for web pages, systems and applications
  • Develops and communicates website usage and security policies and standards to all users
  • Develops, codes, installs, tests, de-bugsand documents web applications using appropriate editors
  • Identifies, recommends, and prioritizes new  application features and applications with business leaders and department managers  
  • Oversees enhancements development projects
  • Provides technical expertise in the planning, design and implementation of projects and key initiatives
  • Identifies opportunities to streamline or automate processes to continuously improve service delivery
  • Ensures compliance to legislative, regulatory and Health & Safety policies, procedures and standards
  • Performs other duties as assigned. 

Skills & Qualifications: 

Education:

  • College diploma or university degree in information technology
  • Project management certification would be an asset
  • Must hold and maintain a valid class “G” driver’s license. 

Experience:

  • Experience in a unionized utility environment an asset 

Specialized Knowledge:

  • Strong understanding of CC&B architecture and functionalities
  • Strong understanding of meter to cash business processes, systems and regulations
  • Strong knowledge in database administration, design and implementation
  • Computer languages including C, C#, VB, Shell scripting, JAVA
  • Excellent understanding of coding methods and best practices
  • Extensive relational database and advanced programming skills in RPGLE, CL, SQL and Java
  • Proficiency with MS Office applications. 

Skills/Abilities/Competencies:

  • Solid problem-solving and analytical skills with the ability to provide practical and/or innovative solutions to complex technical issues
  • Strong written and presentation skills, with the ability to explain technical information in an organized and concise way
  • Ability to plan, prioritize and execute multiple projects and initiatives within established timelines
  • Ability to build and maintain collaborative working relationships with internal and external stakeholders
