Regulatory Analyst (Temporary)

Guelph Hydro’s Regulatory Affairs department requires a Regulatory Analyst with a strong knowledge and understanding of the regulation for Ontario’s Electricity Distributors. This is a temporary position to replace a maternity leave for up to 12 months. Reporting directly to the Vice President of Regulatory Affairs, Customer Care and Billing, you will be required to fulfill the following: 

Duties and Responsibilities:

  • Prepare monthly, quarterly, and annual regulatory reports.
  • Dealing with confidential and price sensitive information, a very good understanding of the OEB’s Practice Direction on Confidential Filings is required.
  • Prepare and maintain annual customer and load forecasts, revenue forecasts and provide regular analysis of load revenue and usage patterns; a demonstration of high level of judgment and accuracy is compulsory.
  • Calculate Daily Net System Load Shape and Weighted Average Price using Kinetiq software.
  • Prepare the IESO Regulated Price Plan (RPP) Self-Certification and the IESO forms for embedded generation.
  • Coordinate the annual Scorecard and Management Discussion and Analysis completion and posting on Guelph Hydro’s website.
  • Low-income Electricity Assistance Program – remittance tracking and demographics report.
  • Work consumption statistics for embedded market participant customers.
  • Understand and interpret regulatory codes and ensure the compliance with regulatory requirements.
  • Train departments on regulatory matters as Affiliate Relationship Code (ARC) and performance indicators (i.e. Scorecard results).
  • Update Guelph Hydro’s Conditions of Service with new regulatory codes amendments and Ontario regulations.
  • Develop and maintain regulatory models to assist with the company’s overall regulatory strategy. 

Professional Qualifications & Experience:

  • University Degree with a major in Business or Economics in Industry and Finance, or a Technical Degree in a related field; working experience within a regulated utility would be a significant asset.
  • Excellent organizational skills and analytical thinking. 
  • Strong written skills with an ability to produce technical reports.
  • Computer proficiency: MS Office (Word, Excel, Power Point), accounting software applications, Internet; working experience with billing and accounting programs would be an asset.
  • A proven ability to work within stringent deadlines and competing priorities.
  • Strong knowledge of the regulated Ontario market, regulatory codes, electricity rates design.
  • Ability to work as part of a team.
  • Demonstrated commitment to company values, in particular safety and respect in the workplace.
