 MANAGER, HUMAN RESOURCES

 

PUC Services Inc. operates multiple utilities within and around the City of Sault Ste. Marie, including the supply and delivery of electricity and drinking water, energy services and the treatment of water and wastewater.               

Qualifications

  • Minimum post-secondary degree in Human Resources Management, Business or a related field with a professional designation as a Certified Human Resources Professional Leader (CHRL);
  • Minimum of seven (7) to ten (10) years of progressive leadership experience in human resources related functions including strategic human resources planning, recruitment, salary and benefit administration, job evaluation, employee relations, health & wellness and training and development in a unionized environment;
  • Proven experience in labour relations including contract interpretation, grievance administration and negotiations;
  • Strong technical knowledge of applicable legislation in the field of labour and employment law, including AODA, Human Rights, ESA, Pay Equity and Privacy legislation;
  • Excellent oral and written communication skills;
  • Highly self-motivated and directed;
  • Excellent judgement with demonstrated research, analytical and problem-solving skills; and
  • Proficiency in Microsoft Office. 

As the Manager, Human Resources the primary responsibilities of this position are as follows: 

  • Recommend and develop human resources strategies and programs as part of the Company’s overall strategic planning to achieve high levels of productivity, employee engagement, positive labour relations, proactive training and development and performance management;
  • Lead staff recruitment to ensure appropriate qualified staff is selected consistent with legislation, collective agreements and human resources ethical standards;
  • Maintain workforce and succession planning initiatives including assessing future staffing needs, potential skills shortages and professional development to facilitate knowledge transfer;
  • Oversee the company’s salary and benefit administration as well as job evaluation system;
  • Lead the Company’s labour relations functions including research, consultation and guidance up to and including arbitration; 
  • Formulate, recommend and implement all Human Resources policies and procedures to ensure compliance with legislative obligations and human resources best practices;
  • Determine and recommend employee relations practices to establish a positive employer-employee relationship and promote a high level of employee productivity and morale;
  • Oversee employee programs including performance appraisals, attendance management, claims management and work accommodation programs;
  • Identify training and development requirements in consultation with management and implement training plans in a cost effective manner;
  • Monitors and ensures compliance with all employment related legislation, regulations, standards and company policy as well as human resources best practices; and
  • Prepare department budgets and monitor expenditures.
