Regulatory and Financial Analyst

We are currently seeking a highly motivated, results oriented individual for the full time position of Regulatory and Financial Analyst. Reporting to the Controller, this position is responsible for providing analytical and accounting support to the regulatory obligations and business activities of the organization, ensuring compliance with the Ontario Energy Board and other regulatory agencies. The Regulatory and Financial Analyst will provide support and interpretation to a wide range of activities including submitting annual rate applications, and reviewing, analyzing, and assessing multiple sources of information, to improve the utility’s financial performance.

MAJOR RESPONSIBILITIES:

  • Deliver a formalized program for monitoring regulatory compliance (Ministry of Finance, Ministry of Energy, Ontario Energy Board, Independent Electricity System Operator, and other agencies)
  • Working knowledge of all relevant electricity acts and codes
  • Act as a key resource to provide expert advice and recommendations in the implementation of all codes, regulations and other initiatives from regulatory authorities in order to ensure corporate compliance and assist other business units/projects, departments or divisions in the implementation of regulatory codes and/or regulations
  • Monthly analysis, preparation, and submission of supporting documentation for all filings with the IESO, OEB and other regulatory organization as prescribed, within tight deadlines.
  • Maintain OM&A and Capital variance analysis – working with systems to validate project costs
  • Quarterly and yearly analysis, preparation and submission of all reports and supporting documentation for Reporting and Record Keeping Requirements (RRR) filings with the Ontario Energy Board, and other regulatory organizations as prescribed
  • Monitor, develop and provide support for, corporate processes for tracking performance outcomes e.g. service quality and customer satisfaction, as reported in the corporate Scorecard
  • Monitor/participate in regulatory proceedings and communicate/assist departments within the organization with implementation of orders resulting from these proceedings (i.e. customer service rules, rate/bill design, embedded generation)
  • Enhanced management reporting through the development, completion and interpretation of complex financial models that support regulatory and business decisions (i.e: variance analysis, review of financial and statistical data, etc)  
  • Conduct research as required including analysis reports and policies with respect to financial models, regulatory performance measures, government policy and other stakeholder issues
  • Liaise with other areas of expertise within the organization to project manage information required for Cost of Service applications, including but not limited to CDM impacts, Distribution System Plan components, updating load forecast and analysis of revenue and usage patterns, and maintaining deferral and variance account continuity schedules
  • Other duties as may be required from time to time

QUALIFICATIONS: 

  • Post-secondary education in Business, Finance or Economics together with five (5) years of related accounting and regulatory experience, or an equivalent combination of education and experience
  • An interest in electricity regulatory policy and compliance with an ability to work within tight deadlines and competing priorities
  • Experience liaising with a wide variety of stakeholders to determine interests and needs
  • Superior organizational, analytical and facilitation skills
  • Strong computer skills, including Microsoft Excel and Word
  • Excellent interpersonal and problem-solving skills with the ability to maintain professional and effective working relationships
