Position Purpose:

The Manager, Rates and Settlement provides leadership and support to the rates and settlements portfolio including managing resources and processes to ensure accurate, consistent and timely reporting to both external regulatory authorities and internal users.

Responsibilities:

  • Manages department priorities to ensure the accurate, timely and effective analysis of revenue, wholesale and retail settlements, and regulatory-related elements of monthly financial results
  • Responsible for all MIFRS & IFRS financial reporting requirements related to revenue, cost of power and regulatory results including variance analysis of actual to budget, forecast and year over year
  • Leads the regulatory-related elements of financial audits, including external audit of financial statements, RPP, DRC, OREC, etc.
  • Ensures that all regulatory-related accounting, policies and procedures are established and maintain compliance with OEB, IESO, Ministry of Energy, and Ministry of Finance laws, codes, and regulations
  • Manages the introduction of new or modified regulatory-related business processes including the creation of job aids and employee training
  • Manages customer relationships with the IESO, Hydro One and embedded generator customers to achieve customer satisfaction by handling all complex rates and settlement inquiries in a timely manner
  • Manages department projects and key initiatives to ensure quality and timely completion within budget
  • Assists in providing regulatory or financial expertise on special projects as required 
  • Leads and manages the timely and accurate reporting of all MOE & IESO reporting requirements, including OREC, ICI (Class A GA)
  • Leads the OEB regulated reporting requirements including RRR, ESQR, and the annual utility scorecard
  • Monitors industry issues and regulatory developments; and builds and maintains solid working relationships with government and regulatory authorities in order to proactively keep abreast of new and evolving regulations, including recommending appropriate course of action to industry changes which best supports the organizations position
  • Provides overall people leadership and direction through coaching, development, performance management and resource planning
  • Researches, recommends and implements new or enhanced policies, procedures and processes to improve operational effectiveness
  • Supports AODA compliance, and also ensures compliance to other legislative, regulatory and Health & Safety policies, procedures and standards
  • Provides support and works cooperatively with other internal groups regarding regulatory accounting, compliance, revenue and billing related issues
  • Supports the creation of annual rate application and other related application submissions, responses to interrogatory questions and acts as a technical subject matter expert during the proceeding, as required
  • Supports the creation and strategic positions on revenue, cost of power, load forecasts, rate design, cost allocation, rate base, and operation, maintenance and administration expenditure for annual budgets, forecasts and rate applications
  • Supports the development of the regulatory-related annual business plans and budgets and manages resources and budgets accordingly
  • Performs other duties as assigned 

Skills & Qualifications:

Education

  • Bachelor’s degree in Business Administration, Finance, Economics, Accounting or a related discipline
  • CMA/CGA/CA/CPA designation
  • Must hold and maintain a valid class “G” driver’s license 

Specialized knowledge

  • Knowledge of all regulatory and governmental requirements including: Retail Settlement Code, Distribution Settlement Code, Standard Supply Service Code, Affiliate Relationships Code, Electricity Distribution Rate Handbook, Accounting Procedures Handbook, IESO Market Rules, Electricity and Gas Inspection Act, Accessibility for Ontarians with Disabilities Act
  • Knowledge of the electricity regulated industry or equivalent experience with emphasis on regulatory accounting, rate design and cost allocation methodologies
  • Oracle JDE and CC&B
  • Strong computer skills with proficiency in MS Office applications 

Experience

  • Minimum of 5-7 years’ experience in a leadership role preferably in finance, regulatory and/or billing
  • Demonstrated experience in a leadership role involving project management, rate-making and regulatory compliance
  • Experience in a regulated utility environment is an asset
