Position Purpose:

Under the direction of the Manager Customer Systems performs advanced planning, analysis and design of a wide variety of Information Systems to meet business requirements. Proactively investigates, understands and articulates business issues, processes, and industry opportunities to recommend IT solutions that can be applied. Analyzes user requirements to design and implement process and system solutions in the CIS systems and technologies.

Responsibilities:

  • Analyzes current business processes and design; recommends improvements and participates in design of new systems
  • Defines business requirements and/or refines complex business processes using the CIS system in consultation with end-users, clients, or senior management; develops templates to document requirements and specifications
  • Lead design sessions in prototyping new systems for the purpose of enhancing business processes, operations, and information process flow
  • Researches and recommends emerging processes, enhancements and technologies
  • Models business and systems processes using case scenarios, workflow diagrams, and data models
  • Designs, develops, and oversees implementation of end-to-end integrated solutions and enhancements
  • Development and documentation of business requirements, functional specifications, business scope and design in coordination with business user and vendor
  • Works with technical staff and other subject matter experts to develop and document technical specifications
  • Review and analyze the effectiveness and efficiency of existing systems and develop strategies for improving or further leveraging these systems
  • Documents new and existing business processes for implementation, in collaboration with users
  • Validates new and existing system design projects and outsourcing plans comply with standards and architectural plans
  • Develops, executes, documents test plans to check process and system performance
  • Plans and coordinates system implementations
  • Designs and implements redundant systems, policies, and procedures for disaster recovery and data archiving to protect integrity of data assets
  • Creates process models, specifications, diagrams, and charts to direct vendors and project team
  • Coordinates database access and performance issues in collaboration with vendors and end users
  • Develops and executes change management plans and procedures
  • Develops, documents, and communicates operating processes for system and software management using best practices
  • Develops documentation of business and user needs, and system requirement specifications
  • Coordinates the testing and implementation of new business processes as per implementation plans
  • Prepares training manuals and presentations for end-users
  • Establishes end-user database access control levels
  • Provides technical expertise in the planning, design and implementation of projects and key initiatives
  • Identifies opportunities to streamline or automate processes to continuously improve service delivery
  • Ensures compliance to legislative, regulatory and Health & Safety policies, procedures and standards
  • Performs other duties as assigned.

Education:

  • College diploma or university degree in computer science, information systems, engineering, business administration or finance
  • Must hold and maintain a valid class “G” driver’s license.

Experience:

  • Strong knowledge of Business Analysis lifecycle process
  • Formal training recognized by International Institute of Business Analysis (IIBA)
  • Minimum of 5 years experience in a business analysis\solution architect or similar role
  • Excellent working knowledge of Information Technology equipment and wide variety of application software, including CIS systems
  • Ability to express ideas clearly in both written and oral communications
  • Minimum 5 years’ experience developing and implementing business processes
  • Working technical experience with designing, building, installing, configuring, and supporting database   servers
  • Experience in a unionized utility environment an asset.
  • 7-10 years of HR experience with a minimum of 5 years managing base and variable compensation programs within a medium to large, complex organization
  • Experience managing Benefits plans, including cost analysis
  • Experience in a unionized utility environment an asset

Specialized Knowledge:

  • Strong understanding of database structures, theories, principles, and practices for CC&B Application
  • Proficiency with MS Office applications.
  • Understanding of utility industry business processes and practices

  • Exceptional analytical, conceptual, and problem-solving abilities.
  • Solid problem-solving and analytical skills with the ability to provide practical and/or innovative solutions to complex technical issues
  • Strong written and presentation skills, with the ability to explain technical information in an organized and concise way
  • Ability to plan, prioritize and execute multiple projects and initiatives within established timelines  
  • Ability to build and maintain collaborative working relationships with internal and external stakeholders.
