Temporary Powerline Safety Specialist (9-month contract)

General Accountabilities

Reporting to the Registrar and Director, the Powerline Safety Specialist is responsible for the development and implementation of specific powerline safety initiatives and processes that impact internal and external stakeholders. Assist others within the power line safety group in compliance investigations relating to regulation 22/04 and manage the review of public safety concerns. Provide technical support to inspectors, and the regulatory group with the investigation of serious electrical incidents. Monitor the completion of investigation reports, assisting in the completion of some investigations. Review investigation reports to identify root causes. 

• Work with various internal and external stakeholders to resolve concerns related to power line safety.
• Conduct analysis and develop technical presentations to internal and external stakeholder groups on topics relating to powerline safety and serious incidents. Work collaboratively with both internal and external stakeholders to understand needs and identify areas of focus to prepare and deliver required presentation materials.
• Provide technical advice and guidance to personnel on electrical safety incidents and investigations. Support inspectors who are investigating serious electrical incidents, public safety concerns and local distribution systems.
• Assist ESA Inspection personnel on the interpretation and application of the utility regulation, pertaining to utility applications such as due diligence inspections and public safety concerns, including proper inspection performance and procedures.
• Manage ESA’s public safety concern process. Conduct analysis to identify risks to the public and any technical issues. Work collaboratively with others within the power line safety group and regulatory to resolve technical issues and provide input and advice to the LDC’s to address the public safety and technical concerns. Create and/or review memoranda, bulletins and other documents for use by field staff and LDC’s based on existing departmental documentation, guidelines, bulletins and published interpretations.
• Participate on Codes and Standards subcommittees responsible for the Canadian Electrical Code, the Ontario Electrical Safety Code and other technical electrical safety standards. Participation on the subcommittee will support ESA Regulatory initiatives.
• Perform other duties as required.

Selection Criteria

Education:

Requires a strong knowledge of electrical engineering theory and practice in the areas of electricity, problems and drawings, mechanics, materials, structural theory and design, as related to safety, designing, engineering, and constructing of distribution lines and stations Requires strong communication skills, written and oral, to effectively communicate with internal and external stakeholder groups. Requires in-depth knowledge of the Ontario Electrical safety Code, Distribution safety Code and associated CSA safety standards. This knowledge is considered to be normally acquired through the completion of a 4-year degree in electrical engineering from a recognized University or equivalent level of education.

Experience:

Requires a strong background in electrical fundamentals as it relates to the electrical industry with particular focus on utility practices. This typically includes experience in distribution systems design, construction, operation, maintenance and systems to understand design practices, physical and performance characteristics of equipment and materials, work methods, as they relate to electrical safety. Requires knowledge of other utilities work practices, and maintenance and safety standards. Requires experience with the development and application of codes and standards for the design and construction of distribution systems and the processes for the development, revision or approval of such codes and standards. Requires experience in the investigation of serious incidents. A period of over 8 years and up to and including 10 years is considered necessary to gain this experience.
