Health & Safety Specialist

General Accountabilities

Act as a consultant and resource to provide advice, guidance and assistance to the management team, Joint Health & Safety Committees and staff on all occupational and non-occupational health and safety matters. Coordinate, develop and conduct the development of training courses.

Provide functional guidance to personnel on the interpretation, explanation and application of Occupational Health and Safety Legislation, standards, programs, policies and practices. 

  • Assist your manager in developing and executing strategic plans and major activities that support ESA’s health, safety and wellness programs including mental health.
  • Act as Training Coordinator to develop and conduct the development of training courses and other training material and present to staff as necessary. Conduct safety meetings for Head Office staff and act as a resource to line management to assist in safety meetings as required.
  • Act as a liaison between Head Office Operations and Customer Service Center, on health and safety matters including co-chairing JHSC and working groups.
  • Analyze and inform the Management Team about new trends or services in the area of health and safety management to determine opportunities and risks.
  • Investigate and prepare reports on major incidents, accidents and injuries occurring within ESA as required.
  • Assist in the development and maintenance of health and safety policies and programs for ESA using a risk based management approach to identify internal hazards and risk levels.
  • Liaise and work with the Workers Safety and Insurance Board (WSIB) to provide follow-up as appropriate on WSIB claims. Provide case management and return to work support.
  • Monitor the progress of action items resulting from Annual Plans, Audits, Incident/Accident Investigations, and other program activities.
  • Review and approve all industrial hygiene and air quality reports. Coordinate with Health Services, the medical surveillance/fitness for duty program as may be required.       Participate as a member of the Disability Management Team.
  • Assist in the development of the annual Health and Safety budget and provide analysis on cost benefit consideration.

Education: Requires a knowledge of the physical sciences, mathematics, management techniques and ergonomics to apply and interpret Health and Safety requirements in an industrial environment. Requires advanced written and oral communication skills to clearly communicate with a wide variety of people and to act as a resource/consultant/facilitator in a variety of committees or task group situations.

This knowledge is considered to be normally acquired either through the successful completion of a four year university education in or by having the equivalent level of education. Requires education sufficient to become certified as a Canadian Registered Safety Professional.

Experience:

Requires experience in a Health and Safety function to be familiar with the policies and procedures governing Health and Safety issues in an electrical utility. Requires experience to understand the specific health and safety issues faced by ESA and to understand the impact of health and safety issues with the business. Requires experience to assist in the development of a health and safety strategies, programs and procedures, to understand the role of WSIB and Joint Health and Safety Committees and to understand the health and safety legislation and regulations. Requires experience to communicate effectively with all levels of staff. Requires experience to become familiar with the various internal and external contacts associated with the work.

A period of over 4 years and up to and including 6 years is considered necessary to gain this experience.
