Chief Financial Officer (CFO)

 

 

ENWIN Utilities Ltd., is Windsor’s local distribution company, responsible for the distribution of electricity and the servicing and maintenance of Windsor’s powerline infrastructure. As well, ENWIN Utilities Ltd. provides managed services for the Windsor Utilities Commission, whose mandate is to deliver an abundance of clean, reliable and safe water for Windsor and the surrounding regions’ residences and businesses.

The Chief Financial Officer is a Vice President and Officer of the ENWIN Group of Companies and is a member of the Executive Management Team accountable for development of financial strategy for the Group in alignment with the companies’ strategic objectives and implementation of these strategies through a directly reporting management team in accordance with applicable regulations and in collaboration with the Executive team and President & CEO. The CFO will have financial reporting obligations to the 4 boards of Directors within the Group. In addition to the finance department, this senior position also provides strategic leadership and oversight of various departments and administrative portfolios of the organization through a team of Directors and Managers as may be assigned and may vary from time to time.

 

Key Responsibilities:

 

  • As a member of the Executive Management Team, is responsible to support the President/CEO and to provide leadership, direction and input into the success of the organization as a whole with an emphasis on short and long term financial strategic planning and implementation.
  • Champion and assist the President/CEO in driving toward the successful achievement of the Boards’ strategic priorities through the development of financial plans within the existing regulatory framework, policies, and guidelines established by the Boards and the President/CEO.
  • Primary responsibilities include policy development and strategic recommendations to the President & CEO and the Boards of Directors in relation to the finance portfolio, capital structures and debt financing, financial forecasting and budget development and operating plan development consistent with the approved corporate strategy. Clearly define roles and delegate limits of authority and decision making to direct reporting areas within limits of authority.
  • Advises the CEO and Boards of Directors on issues related to regulatory affairs, collective bargaining, technology, customer service, billing, new business development, contractual renewal and negotiation, as well as other areas normally expected of a corporate executive. Direct reporting of departments external to the finance portfolio will be expected but will vary from time to time depending on corporate need and demand.
  • Oversight of the development and continuous improvement and implementation of the Group’s accounting procedures, and reporting ensuring conformance to all required and regulated accounting principles and standards. Responsible for the accurate and timely completion of all financial and statistical reporting for ENWIN.
  • Accountable for oversight of the development and maintenance of internal control systems throughout the financial and operations areas in order to safeguard financial assets of the organization.
  • Foster and cultivate stakeholder relationships internally and externally, including auditing agencies, employees, unions, rating agencies and financial institutions, boards of directors and shareholder.
  • Develop, monitor, and analyze Key Performance Indicators, annual objectives and long term plans to ensure the organization meets and remains on target. As Chief Financial Officer (CFO), prepare and present reports and advice to the Boards of Directors and Windsor Utilities Commission as required.
  • Optimize staff and material resources while driving continuous improvement through the organization.
  • Strong organizational, project planning and prioritization skills in recognition of multi-facetted reporting deadlines.
  • Ability to lead, coach, counsel, develop, motivate and mentor senior management staff through career development, performance management and clear annual objectives and indicators is a key responsibility of this position including developing a succession plan in conjunction with Human Resources in order to ensure long term sustainability of the financial health of the organization.  

The successful applicant must have the following skills and competencies:

 

University degree in Business or another discipline relevant to the position and industry.

  • Canadian CPA designation and extensive expertise with various accounting standards including IFRS.
  • Minimum 10 years’ experience in a senior management level within a finance/accounting department or division and demonstrated overall progressively responsible career growth.   
  • Utility experience or knowledge derived from direct exposure to the sector as well as regulatory background and broad department oversight will be considered an asset.
  • Detail oriented with ability to analyze financial data and prepare financial reports, statements, projections and presentations to Board of Directors.
  • Experience communicating with Board of Directors and regulatory bodies and government agencies. Able to logically and clearly convey ideas both verbally and in written form. Able to present compelling arguments/opinions with an understanding of the audience.
  • Strong business acumen and proven ability to analyse business investments and ventures and make recommendations accordingly.
  • Proven ability to build and lead effective teams and build collaborative relationships with all stakeholders. Able to negotiate win-win solutions internally and in business partnerships.
  • Strong time management, organizational, project planning and prioritization skills in recognition of multifaceted reporting deadlines.
  • A demonstrated ability to succeed in roles that extend beyond the accounting department to oversight of and/or collaboration with other corporate services and operational oversight roles.
