Regulatory Compliance & Financial Manager

Niagara Peninsula Energy Inc. is seeking a highly qualified individual to join our management team in the position of Regulatory Compliance & Financial Manager. This position reports to the Director of Regulatory Affairs and is responsible for monitoring internal compliance with applicable regulations and ensuring that regulatory reporting requirements are accurate and reported in a timely manner.

The main duties and responsibilities for this position include:

  • Assist the Director of Regulatory Affairs with the preparation of rate submissions, related projects, analysis and regulatory filings.
  • Oversee the wholesale settlement process in an advisory capacity to the Director of Regulatory Affairs.
  • Coordinates and communicates compliance activities in regulatory matters.
  • Provides technical advice and interpretation of regulatory requirements.  
  • Prepares and submits IESO settlement forms to settle cost of electricity.
  • Assists in the preparation of OEB Reports.
  • Assists with the recording of regulatory assets, variance accounts, and billing entries to ensure compliance with OEB guidelines.
  • Acts as a liaison between the Customer Service Department, Billing Department and Engineering Department on compliance and accuracy for regulatory filings to ensure adherence to submission guidelines, codes and rules.
  • Interpret and provide feedback to the Director of Regulatory Affairs on amendments to existing regulations and new regulations.
  • Analyze Regulatory Variance and Deferral accounts for outstanding balances, billing anomalies, regulatory adjustments and interest calculations.
  • Prepares and analyzes financial data related to revenue and regulatory accounts.  
  • Prepares and analyzes monthly unbilled revenue accrual, highlighting trends and investigating causes for variances. 

Required qualifications for this position include:

  • University Degree in Finance or Accounting.
  • Requires a professional accounting designation (CPA, CA, CGA, CMA)
  • Requires 1-3 years business experience
  • Previous work experience in an electric utility and knowledge OEB codes and regulations is an asset.
  • Advanced skills in the use of computer software programs for spreadsheets (Excel), word processing and presentation applications, as well as financial accounting database, software and query tools.
