POSITION SUMMARY
The Procurement Specialist is responsible for creating extensive and detailed specifications for required products, supplies and services to meet the needs to Milton Hydro.  The incumbent will participate in the RFP process and the evaluation of competing bids. 

The Procurement Specialist will collaborate with the business units as an internal client services provider and ensure that the appropriate inventory and stock levels are maintained for operational efficiency and implement best practices to improve service to the organization.      

KEY DUTIES 

  • Manage corporate inventory through the timely procurement of material, equipment and services that are required for operations.
  • Manage cycle counts to ensure inventory levels are maintained.
  • Identify and manage sources of supply for materials and services.
  • Ensure clarity of specifications and negotiate best pricing, delivery and payment terms for products and services on behalf of the organization.
  • Evaluate procurement processes in order to create efficiencies and implement best practices using software tools and web enable platforms.
  • Participate in the development of RFXs for large Capital Projects and the evaluation of submissions.
  • Recommend and implement up-to-date procurement best practices to support Milton Hydro’s business needs.
  • Issue purchase orders in accordance with company policy to ensure compliance, completeness and that appropriate terms and conditions are in place.
  • Work collaboratively with stakeholders to identify competitive goods, vendors and other cost saving opportunities.
  • Conduct training sessions on procurement processes and procedures as required.
  • Collect and report on vendor performance to support the evaluation of vendors against key performance indicators.
  • Communicate efficiently to resolve issues with all internal and external stakeholders.
  • Ensure strong familiarity with the marketplace in order to understand lead times and pricing structures.

SKILLS & ABILITIES

  • Advanced negotiation and interpersonal skills with the ability to develop strong relationships with vendors
  • Advanced organizational and multi-tasking skills
  • Advanced MS Office skills
  • Demonstrated ability to deliver superior customer service, work independently and on a team, and resolve conflicting priorities
  • Intermediate financial management skills

KNOWLEDGE

  • Advanced knowledge of procurement best practices and processes
  • Advanced knowledge of materials management and inventory systems (ERP/MRP)
  • Advanced understanding of materials and services procurement as well as contracting, contract language and deliverables.
  • Advanced knowledge of the OH&SA requirements

EXPERIENCE & EDUCATION

  • Bachelor’s in Business Administration or related discipline
  • Certified Purchasing Professional (CPP) or Supply Chain Management Professional (SCMP)
  • 3-5 years experience in a procurement role
  • Previous experience with the implementation/launch of new ERP/MRP software into an organization
  • Previous experience in a utility environment is an asset
