Position Purpose:

The Specialist, Rates and Settlements executes all regulatory-related accounting procedures, including the accounting and reporting of both internal and external regulatory financial results, analysis of regulated revenue and deferral & variance accounts, and cost of power settlements. Additional responsibilities include distribution rate-setting initiatives with financial planning, budgeting, and investment activities.

Responsibilities:

  • Completes accounting procedures for regulated revenue, cost of power, and deferral & variance account balances, ensuring accuracy and adherence to regulations,
  • Prepares accurate, timely, and effective analysis of revenue, settlements, and regulatory-related elements of monthly financial results,
  • Prepares annual budgets and quarterly forecasts for revenue, cost of power, and deferral & variance account balances,
  • Leads accurate, timely, and effective reporting of all settlement and rate-setting reporting and filing requirements,
  • Supports rate applications, prepares annual OEB regulated filing requirements (RRR: Reporting and Record Keeping Requirements, Corporate Scorecard, etc.), and and other related regulatory submissions,
  • Supports the regulatory-related elements of internal and external financial audits,
  • Interprets, analyzes, and implements (when appropriate) existing and proposed regulatory legislation, codes, and guidelines,
  • Researches, recommends, and implements new or enhanced procedures and processes to improve operational effectiveness
  • Supports departmental projects and key initiatives, and assists in providing regulatory or financial expertise on special projects as required,
  • Provides support and works cooperatively with other internal groups regarding regulatory accounting, compliance, revenue, and settlement issues,
  • Monitors industry issues and regulatory developments to proactively keep abreast of new and evolving regulations, including analysis and recommendation of the appropriate course of action to industry changes which best supports the organizations position,
  • Supports the introduction of new or modified regulatory-related business processes including the creation of job aids and employee training,
  • Ensures compliance to legislative, regulatory, and health & safety policies, procedures and standards,
  • Performs other duties as assigned.

 

Qualifications, Knowledge, Skills and Competencies:

Education & Specialized Knowledge

  • Bachelor’s degree in Business Administration, Finance, Economics, Accounting or a related discipline
  • CMA/CGA/CA/CPA designation
  • Knowledge of regulatory and governmental requirements including: Retail Settlement Code, Distribution Settlement Code, Standard Supply Service Code, Affiliate Relationships Code, Electricity Distribution Rate Handbook, Accounting Procedures Handbook, Market Rules, Electricity and Gas Inspection Act, Accessibility for Ontarians with Disabilities Act
  • Knowledge of the electricity regulated industry or equivalent experience with emphasis on rate design and cost allocation methodologies
  • Strong computer skills with proficiency in MS Office applications

 

Experience

  • Minimum of 5 years’ experience in an accounting / financial control capacity with a minimum of 2 years’ experience in a regulated industry
  • Demonstrated experience in rate setting, wholesale settlements, and regulatory compliance an asset
  • Work experience in ERP, CIS and Settlement systems including, Oracle JD Edwards, CC&B and LPSS

 

Skills/Abilities/Competencies

  • Excellent problem solving skills including analytical, interpretive, evaluative and/or critical thinking to solve unique problems
  • Strong planning and prioritization skills to ensure multiple tasks are completed accurately and within established timelines
  • Excellent written and presentation skills
  • Must hold and maintain a valid class “G” driver’s license
