ABOUT THIS ROLE

Burlington Hydro Inc. (“BHI”) is seeking a Supervisor, Capital Projects, to join our Engineering department. The Supervisor, Capital Projects under the direction of the Senior Manager, Engineering is responsible for managing the capital and operating budgets, designs, procurements, coordination and liaison, permitting, material take-off, construction, inspection,  energization and records of the capital investment plan, projects and programs related to BHI distribution system re-build, connections, road relocations, system expansions and enhancements and reliability improvements in the City of Burlington.

 

This position is also tasked with developing and reporting on KPIs for their functional areas and teams and ensuring that capital projects associated with new or existing infrastructure and maintenance of the distribution system are designed in accordance with stringent safety and design standards, ensuring long-term plans and expenditures are appropriate. The incumbent in this position will ensure that projects have been constructed and completed in the field as designed and executed in a timely and cost-effective manner prior to accepting them into the distribution system. Supporting the development/preparation of capital works programs/budgets, operating budgets, maintenance regimes, system planning, construction standards and equipment approval are also major components of this position.

 

CORE RESPONSIBILITIES

  • All Project Management activities including but not limited to cost controls, budgets, schedules, designs, site supervision, resource and material management, invoicing, purchase orders and closeouts, coordination and liaison with all stakeholders, other departments and Senior Management/Executive
  • Contract Administration including but not limited to documenting, updating, executing and monitoring compliance with contracts related to Capital works program, assessing potential risks and resolving contractual issues
  • Accountable for overall project scope of work and cost development, front-end and detail engineering design, drafting, construction, commissioning including documentation and training. Essential functions require a presence in the workplace on a regular basis and an ability to work extra hours if needed to ensure required staffing capacity to meet daily production objectives
  • Provide oversight and development of new project ideas with the Supervising Engineering Manager to meet the needs of the Distribution System
  • Participate in and conduct scope and project reviews as they relate to assigned projects. Review and develop project justifications and prioritizations. Develop project overview presentations for Engineering leadership and Executives
  • Provide solutions to resolve technical or site related project issues within the framework of the scope of works
  • Responsible for implementation of project workflow utilizing both internal and external resources to allow efficient execution of all project work assigned, inclusive of both capital and Operations related work
  • Manage all aspects of assigned projects as necessary to meet expected deliverables
  • Accountable for meeting Key Performance Indicators (KPIs) to ensure project execution effectiveness including safety, schedules, cost and operational/environmental performance
  • Provide consistent project updates through effective communication with all stakeholders and BHI Management
  • Supervise and coordinate all design and construction work for capital projects and manage and prioritize internal and external resources to achieve targets
  • Work collaboratively with teams and liaise with consultants, contractors, suppliers, internal and external stakeholders to achieve the desired outcomes
  • Investigate alternatives, perform cost-benefit analyses, and anticipate and plan to address areas of potential difficulty and/or risk.
  • Authorize, review, and amend standard construction drawings, designs, correspondence, and estimates while implementing departmental procedure and standards consistent with Conditions of Service
  • Participate in and provide support for the successful completion of the annual ESA audit to ensure compliance with Reg. 22/O4
  • Other duties as assigned

 

WHAT WE ARE LOOKING FOR

  • Electrical Engineering Degree or Diploma Certified as a C. Tech or C.E.T. with Ontario Association of Engineering Technicians and Technologists or higher
  • Minimum of 3 years related engineering experience
  • Prior experience in a supervisory/leadership role preferred
  • Professional Engineer Designation preferred
  • Excellent management, leadership, mathematical, scientific, problem-solving and planning skills
  • Valid and clean class “G” driver’s license and be able to maintain the same

 

WHAT YOU’LL NEED TO BE SUCCESSFUL

  • Organizational skills and ability to manage multiple priorities and meet strict deadlines
  • Excellent analytical skills supported by experience with interpreting and applying applicable laws, codes, and regulations and familiarity with hydro operations, equipment usage, design, and installation
  • Application of engineering design principles and understanding of construction practices, high-voltage systems, electrical distribution, metering, and equipment specifications. Knowledge of AutoCAD and GIS mapping systems
  • Knowledge of applicable ordinances and policies governing Burlington Hydro’s engineering practices and procedures
