Reporting to the VP, Distribution Operations, the Manager - System Control Centre manages the Corporations System Control Centre (SCC) and provides 24/7 operational oversight of the company’s distribution system assets; including the safe and reliable operation of the distribution system for planned and unplanned outages, and construction and asset management activities. The Manager - SCC will be accountable to maintain high levels of personal and team response to deliver system reliability and customer service performance.

DUTIES AND RESPONSIBILITIES 

System Operations

  • Management of the System Operations shift staff, and call dispatch lists.
  • Overseeing the 24/7 System Control Centre operations of the corporation’s distribution system assets, including the safe and reliable operation of the distribution system including Seaton Municipal Transformer Station #1, for planning and unplanned outages, construction and maintenance.
  • Ensuring the safe, effective, and efficient operation of all system components on a constant and continuous basis by providing accurate and prompt direct system control or control instructions to field staff.
  • Acting as Elexicon Energy’s subject matter expert and providing direction on the Utility Work Protection Code (UWPC).
  • Managing, approving and coordinating overhead and underground distribution system switching, including station switching.
  • Restoring outages and resolution of all trouble call response activities and power system emergencies.
  • Initiating, developing and coordinating all Mutual Assistance Agreements with other LDC’s. Participating in the Ontario Mutual Assistance Group (ONMag) on behalf of Elexicon Energy.
  • Maintaining the Transmission Connection Agreement, Distribution Connection Agreements and other distribution system connected generator operational agreements up to date.
  • Leading, preparing and maintaining emergency preparedness and response procedures for System Control, in compliance with IESO’s emergency preparedness regulations and the Corporation’s Business Continuity Program.
  • Participating in preparing and maintaining the Power Restoration Plan (PRP) , managing all functions relating to the safe and effective restoration of power, and coordinating with all other departments as required. Conducting regular emergency response practice scenarios. Act as the Incident Owner during a major event as prescribed in the PRP.
  • Ensuring that real-time outage information is current and accurate and communicated on a timely basis to internal stakeholders including Corporate Communications, Customer Service and Senior Management.
  • Reviewing procedures with shift staff to ensure concepts are being understood and procedures are followed at all times.
  • Leading the development and implementation of plans, strategies, policies, and processes for operational planning and outages.
  • Reviewing System Control tools/displays and making recommendations for additions and updates to operations technologies, such as SCADA, OMS, GIS, ADMS, IVR etc.
  • Participating on committees as required, including the Reliability Committee, providing subject matter expert advice as required.
  • Providing feedback, reports and recommendations to the VP, Distribution Operations and other Department Managers on all operational issues.
  • In conjunction with corporate Communications, manages customer complaints regarding power quality and system reliability.

  • Ensure compliance with applicable laws and regulations.

Other duties and responsibilities as assigned Health and Safety

  • Providing direction and supervision of health and safety policies to ensure the front-line staff are operating in a safe environment.
  • Promoting safety, participating in safety meetings, inspections, meetings, instructions and training as required.
  • Enforcing all applicable safety standards including the Company’s Health and Safety program.

KEY SKILLS& QUALIFICATIONS

  • Significant experience (+6 years) in a management role related to engineering/electrical operations and related safety issues
  • Experience in working with union-represented employees and with shift workers.
  • Knowledge of operational technologies (e.g., SCADA, GIS, OMS, ADMS, etc.)
  • Awareness of aspects of line construction, power line maintenance, substation construction, and maintenance and protection schemes.
  • Experience in power system operations, smart grid technologies, emergency preparedness and distributed energy resources.
  • Process and maintain a valid Ontario Driver’s License.
  • Thorough knowledge and understanding of the IHSA. Utility Work Protection Code and on its proper application.
  • Thorough knowledge of electrical overhead, underground, network and URD systems, operating practices standards, equipment, materials and engineering records systems.
  • Knowledge of OHSA, Electrical Utility Safety Rules and relevant safety, electrical and environmental legislation and regulations.
  • Thorough knowledge of reading and understanding of electrical drawings, feeder/operating prints and schematics.
  • Knowledge of emergency management practices-Understands and utilizes the actions and behaviors necessary to create organizational change and align with organizational beliefs and behaviors.
  • Displays professional ethics and possesses strong leadership skills and a sense of mission with a high priority for safety and results.
  • Models a customer focused approach in all actions and decisions.

MINIMUM REQUIREMENTS

  • Graduate from an accredited institute in an Electrical/Electronics Technology or Technician program and be eligible for certification by OACETT in the province of Ontario.
  • Journeyperson Distribution System Operator certification in the province of Ontario.
  • Minimum of 10 years’ experience in an electrical utility environment with direct technical and operational experience within a system control center
  • Minimum of 5 years’ experience in a leadership role.
