Supervisor, CDM Technical Support Services

Job Purpose 

This position oversees and supports project application submission, review and approval processes for all Commercial and Institutional (C&I) and Industrial CDM Programs.  This includes: the provision of technical support on project applications, the coordination of efforts of team members and/or third party service providers involved in quality assurance/quality control (QA/QC) and project measurement and verification (M&V) activities, and supervision of the delivery of “direct install” programs (for example, the Small Business Lighting Program). 

Main Responsibilities 

  • Ensures timely and accurate processing of project applications for C&I and Industrial CDM Programs, including incentive payments for completed projects, in accordance with documented procedures and identifies opportunities for process improvements.

  • Ensures project applications meet applicable eligibility criteria; initiates waiver processes when applicable.

  • Provides oversight to third parties delivering CDM Programs (for example, the Small Business Lighting Program). Monitors performance against contractual service standards or targets and handling any issues directed or escalated to Horizon. Validates payment of invoices against services provided.

  • Monitors performance of other suppliers/service providers against contractual service standards or targets. Validates payment of invoices against services provided.

  • Ensures validation of C&I and Industrial Program data reported to the IESO (including projects completed, QA/QC findings, etc.).

  • Ensures validation of C&I and Industrial Program data reported by the IESO (for example, in any quarterly or annual results reports issued by the IESO), including reconciliation of information in the customer CRM system (“SalesForce”). 

  • Assists in preparing and analyzing monthly performance reports for C&I and Industrial Programs; provides input to annual budgets and business plans.

  • Coordinates compliance activities pertaining to C&I and Industrial CDM Programs under the Energy Conservation Agreement with the IESO.

  • Liaises with other LDCs with respect to “Head Office” applications.

  • Assists other CDM resources, customers, and channel partners in addressing technical questions or concerns with respect to energy efficiency projects.

  • Assists other CDM resources in identifying and/or executing customer recognition events and potential case studies.

  • Provides day-to-day supervision of CDM Commercial Program Agents and CDM Co-op Students, including administration of the performance review and objective-setting processes. 

Position Qualifications 

  • Engineering Technologist diploma, specializing in Electrical or Energy Systems.

  • Engineer in Training (EIT) or Professional Engineer (P. Eng.) preferred.

  • Designation as a Certified Energy Manager (CEM) or Certified Measurement and Verification Professional (CMVP) highly desirable.

  • Thorough technical background with respect to energy efficient technologies and solid understanding of program rules and eligibility requirements for CDM programs offered to non-Residential Customers.

  • Thorough understanding of internal processes and procedures pertaining to the processing of project applications.

  • Thorough understanding of contracts with suppliers / service providers.

  • Strength in the following skill areas: customer service, oral and written communications, analysis and problem-solving, supervision and leadership.
