Position Scope:

Reporting to the Vice-President, Engineering and Operations, the Manager of Operations provides leadership and assumes overall responsibility for the construction and maintenance of overhead and underground distribution system of North Bay Hydro Distribution Limited.

This position will oversee the construction, maintenance, and use of the overall electrical distribution system, including subdivision developments, planned capital projects, new services, and customer driven projects to ensure technical competence and compliance with the latest standards, policies, and regulatory requirements. Additionally, this position will provide leadership and support to all departments to distribute electricity safely and effectively to all customers.

Responsibilities:

Construction:

  • Manages the construction of overhead and underground electrical distribution system projects working with forecasts, budget estimates, detailed estimates, designs, liaising with other internal departments, road authorities, municipalities, contractors, regulatory agencies, and customers.
  • Oversees the construction of new distribution system installations, line relocations, rebuilds, extensions, residential subdivisions, new services and other modifications and maintenance to the existing electrical distribution 
  • Manage construction expenditures to ensure projects stay on schedule and within budget.
  • Ensures safe working conditions and procedures, in all phases of utility operations, are used including the proper operation and maintenance of the line vehicles and other assigned.
  • Performs safety meetings and site inspections to ensure staff are adequately trained and compliance with NBHDL’s Health and Safety Policies and Procedures.
  • Visits and inspects job sites as required as well as complete field inspections of
  • Ensures that approved electrical distribution system construction comply with the requirements of Ontario Reg 22/04 as well as corporate standards, provincial, and municipal statutes, and
  • Oversees the team responsible for the construction and maintenance of the distribution system which includes the field work planning, tracking of activities, accounting, updating, and maintaining tools and equipment used to construct and maintain the distribution system.
  • Ensures that the Operations Supervisor and Operations Coordinator consult with Engineering to evaluate plan specifications, plan procedures, timelines, and labour requirements for construction projects.
  • Oversees the implementation of the Asset Management Program to ensure the useful economic life of company distribution assets.
  • Manages employees and contractors engaged in the installation of the overhead and underground distribution system, connecting services, and troubleshooting & repairing equipment.

Project Management:

  • Provides project management services to optimize and execute timely completion of projects and programs relating to capital projects, asset management and sustainment
  • Manages utility construction projects, including, schedule coordination and quality
  • Provides assistance and expertise with tender and contract
  • Leads and organizes teams which may include internal and/or external representation to investigate new work methods, applications, processes, materials, equipment, or collaborates and coordinates work activities with internal and external stakeholders including organization staff, customers, consultants, contractors, municipal officials, regulatory bodies, transit, and other government agencies.

Leadership:

  • Lead the day-to-day operations of the Operations
  • Provide leadership and direction to direct reports through coaching, development, performance management and resource
  • Manage employees including performance reviews, discipline, explanation of work procedures and problem resolution. Administrate appropriate sections of collective agreement and assist in resolution of
  • Review and implement human resource planning by hiring/selecting staff, ensuring appropriate training is provided, delegating tasks and assignments.
  • Manages external professional consultants for capital, operational and other specialized projects.

Facility and Equipment Management:

  • Prepare equipment justification reports that identify needs, specifications, life-cycle costs for major fleet and equipment
  • Ensure the fleet is maintained and replaced per planned schedules. Responsibilities include all equipment large trucks, small trucks, trailers, tension machines,
  • Ensure staff has all required equipment to complete
  • Manage facility maintenance including
  • Manage all maintenance activities of North Bay Hydro facilities, including budgeting, and hiring, supervising, and administering consultants/contractors, to ensure proper
  • Recommend improvements to the facilities to increase the efficiency of operations.

General Management:

  • Manage departmental short and long-term objectives and strategic
  • Oversees equipment and inventory activities
  • Provide input to annual business plans and budgets and manage department projects and key initiatives to ensure quality and timely completion within budget.
  • Research, recommend and implement new or enhanced policies, procedures, and processes to improve operational
  • Responsible for the development and enforcement of applicable regulations and work
  • Promote a safe work environment by providing effective leadership to staff and contractors regarding organization’s work practices and procedures and health and safety policies.
  • Assist with ESA audits and implementation of procedures for electrical regulation
  • Participate in the Management availability rotation
  • Other related duties as assigned

Required Skills and Knowledge:

  • Proficient in electrical distribution system construction, components, and applications, with the capability to lead teams in unionized settings and effectively manage multiple priorities utilizing project management
  • Capable of collaborating respectfully with staff at all levels, seeking diverse perspectives, effectively working with others to achieve goals, and providing clear guidance and coaching to direct
  • Demonstrate exceptional skills in conveying complex information through written advice, training, and discussions, maintaining professionalism, fostering positive relationships, and ensuring accuracy and clarity in reports and communications with
  • Possess strong interpersonal skills to engage effectively with customers through various channels, attentively addressing their concerns and complaints with respect and appropriateness.
  • Demonstrate strong decision-making and analytical skills, knowing when to make independent decisions and when to escalate issues to leadership, coupled with the capability to devise and execute action plans for problem
  • Proficient in document creation in Word, Excel table creation and manipulation, project management using MS Project, PowerPoint presentation preparation, and adept at learning and utilizing utility and organization-specific software.

Education and Experience:

  • 10 – 15+ years of experience in a related field
  • 5+ years experience at a management/supervisory level
  • Bachelor’s degree in Engineering (preferred) or Diploma in Engineering Technology Professional Engineering (P. Eng.) designation and a registered member of Professional Engineers Ontario (PEO) in good standing or Member of OACETT in good standing.
