Position Summary

We are seeking a strategic and experienced Director of Finance to lead the Finance and Regulatory Department. The Director will oversee financial management, regulatory compliance, and reporting for multiple entities, including:

  • Lakefront Utilities Inc.
  • Waterworks
  • Lakefront Utility Services Inc.
  • Town of Cobourg Holdings Inc.
  • Venture13

This senior leadership role is responsible for ensuring accurate, timely financial reporting, supporting regulatory compliance, and providing guidance to internal and external stakeholders. The Director will also contribute to corporate strategy, drive efficiency, and support the unique multi-utility model at LUSI.

Key Responsibilities

Strategic Leadership

  • Provide direction, leadership, and oversight for the Finance and Regulatory Compliance Departments, including customer service, billing and IT.
  • Lead budget development, departmental improvements, and corporate financial initiatives.
  • Collaborate with the Senior Leadership Team on long-term strategy, policy development, and service delivery.
  • Promote innovation through AI, automation, and process optimization.

Financial & Regulatory Oversight

  • Manage financial planning, accounting, internal controls, and reporting.
  • Oversee monthly financial statements, internal/external audits, and annual regulatory filings with the Ontario Energy Board (OEB).
  • Treasury functions include cash flow forecasting, managing banking relationships and accounts.
  • Ensure compliance with IFRS, PSAB, GAAP, and OEB’s Accounting Procedures Handbook.
  • Direct preparation of annual and five-year budgets and financial analysis for multiple entities.
  • Manage external auditors, tax filings, and relationships with regulators (OEB, IESO, CRA), banks, and municipalities.

Stakeholder Engagement

  • Act as the primary contact for financial and regulatory matters.
  • Prepare and present financial performance reports to the Board.
  • Build strong relationships with regulators, auditors, shareholders, municipal partners, and community stakeholders.

Team Leadership

  • Lead, mentor, and evaluate a multidisciplinary team of managers, supervisors, and analysts.
  • Set performance goals, conduct evaluations, and foster a culture of accountability, collaboration, and continuous improvement.
  • Conduct regular team meetings and ensure staff development.

Qualifications

  • Bachelor of Commerce or equivalent; CPA designation required.
  • Minimum 5 years’ experience managing a finance team in a complex organization.
  • Strong knowledge of IFRS, PSAB, GAAP, and OEB regulatory accounting.
  • Proven ability to analyze, interpret, and validate complex financial information.
  • Exceptional leadership, communication, and stakeholder engagement skills.
  • Proficiency in Microsoft Office Suite and financial systems; experience with automation tools an asset.
  • Experience in a unionized environment is an asset.
