THE POSITION

Entegrus Powerlines Inc., a progressive company dedicated to providing the highest level of service and a safe and positive work environment, requires an Manager of System Planning.  The position will be based at the Entegrus Chatham office and reports directly to the Director of Asset Management & System Modernization.

Entegrus brings electricity, renewable energy and water services to approximately 64,000 customers in southwestern Ontario, while keeping safety, reliability and efficiency top of mind.  Entegrus is owned by the Municipality of Chatham-Kent, the City of St. Thomas, and Corix Infrastructure Incorporated.

CANDIDATE PROFILE

The Manager of System Planning is responsible for leading the execution of the asset management program, regulatory deliverables, and capital planning processes, ensuring alignment with corporate strategic objectives and regulatory requirements.  The Manager of System Planning provides direct leadership to the Asset Management and GIS teams while overseeing capital investment planning, technical studies, system integration initiatives, and continuous improvement of asset management systems and practices.

The Manager of System Planning manages a team including: System Planning Engineer Associate (EIT), Supervisor of GIS, GIS Technologists (3), and Engineering Co-Op students.

Entegrus has approximately 141 staff across the entire company.

DUTIES & ACCOUNTABILITIES

  • Translate corporate strategy into operational asset management plans and programs, including overseeing the preparation and update of Asset Condition Assessments, and Distribution System Plans in regulator-required formats and ensuring technical rigor.
  • Coordinate asset renewal, expansion and modernization strategies with system planning, smart grid, metering and stations initiatives, ensuring alignment with evolving regulatory requirements, including Vulnerability Assessment and System Hardening.
  • Advance asset management maturity through enhanced analytics, inspection and condition assessment methodologies, GIS integration, and process automation.
  • Coordinate the annual operational component of the budgeting process, including prioritization, variance analysis, and investment justification.
  • Maintain and enhance the risk-based asset prioritization framework, incorporating safety, reliability, sustainability, financial impact, regulatory requirements, and customer considerations, to supporting defensible asset management recommendations.
  • Provide direct leadership to Asset Management and GIS staff, including performance management, workload prioritization, professional development and accountability for technical quality and deliverables.
  • Establish and maintain corporate standards for GIS data integrity and accuracy, completeness, and system integration with asset management, SCADA, Outage Management System (OMS), and other operational systems.
  • Perform and oversee advanced engineering analyses supporting asset management and system planning, including loading assessments, protection and control coordination reviews, distributed generation impact studies, and related distribution system studies, using internal staff and external resources, providing an engineering stamp on reports as needed.
  • Coordinate with external agencies, including the IESO and host distributor and other agencies to support regional planning and rationale and efficient system use
  • Monitor emerging asset management and GIS-related regulatory requirements, industry standards, and technological advancements, updating practices and leading implementation of improvements to enhance reliability, efficiency, data quality and ensure regulatory compliance.

QUALIFICATIONS

  • Education: Must possess a university electrical engineering degree, and, either (i) have attained a profession engineer designation (P. Eng.), or (ii) be eligible to attain a P. Eng.
  • Experience: A minimum of 8 years of electrical utility planning work experience or relevant asset management experience.
  • Knowledge: Electrical distribution system design, planning, protection coordination, and system loading analysis within a regulated utility environment. Utility asset management principles, including risk-based prioritization and operational budgeting within a regulated utility environment. Knowledge of OEB regulatory frameworks and filing requirements related to asset management. Knowledge of GIS architecture, data governance, and integration with asset management, SCADA, OMS, and related operational systems. Knowledge of smart grid technologies, distributed energy resource (DER) impacts, and grid modernization practices. Familiarity with applicable industry standards, safety legislation, governing utility engineering functions.
  • Skills: Demonstrated leadership, project management, and analytical skills, with the ability to prioritize complex capital programs and regulatory deliverables. Strong communication and stakeholder engagement capabilities, sound technical judgment in distribution planning and asset management, and proficiency in integrating data, systems, and emerging technologies within a regulated utility environment.
  • Other: Must possess a valid Ontario “G” Driver’s Licence and acceptable Driver’s Abstract

OTHER REQUIREMENTS

The position requires work primarily in an office environment, with periodic travel to visit job sites and crews, as well as out of town meetings and conferences.   A typical day includes primarily office work, working on a computer, in meetings, analysis of distribution states and health, reviewing designs, reading technical literature.  The role includes the coordination of work with direct reports, and also other staff in peer departments.
