Regulatory Financial Analyst

Bluewater Power Distribution Corporation is the founding member of the Bluewater Power Group of Companies, headquartered in Sarnia Ontario. A progressive local distribution company, Bluewater Power distributes power to over 35,000 customers in six Sarnia-Lambton communities.  The Bluewater Power Group of Companies also includes the following independent market driven private Corporations: Electek Power Services Inc., Bluewater Power Services Corporation, Bluewater Power Renewable Energy Inc., and Bluewater Regional Networks Inc. 

The Regulatory Financial Analyst coordinates Bluewater Power’s regulatory activities including Ontario Energy Board (OEB) rate applications and filings, and regulatory reporting. The role prepares, reviews, and supports financial models and regulatory accounting analysis. The position provides financial analysis and recommendations to senior management on rate strategy, regulatory compliance, and regulatory risk. This role involves working with the OEB, the Independent Electricity System Operator (IESO), and the Ministry of Energy and Mines on complex regulatory matters.

This job posting is for an existing vacancy for a permanent, full-time position.

Duties include:

  • Research and analyze OEB regulations, codes, market rules, accounting standards and legislative requirements from the OEB, IESO, Ministry of Energy and Mines, and other regulatory authorities to advise on compliance requirements and organizational impacts.
  • Track industry rate applications and regulatory issues, report current developments throughout the organization, and participate in regulatory proceedings and industry working groups.
  • Coordinate OEB rate filings, RRR submissions, scorecard metrics, and regulatory reports with contributors to ensure timely filing.
  • Advise on implementation of regulatory changes and rate adjustments with internal utility leaders.
  • Develop filing plans and project budgets for major OEB rate applications and coordinate cross-functional teams.
  • Develop financial models and forecasts for rate applications, cost-of-service studies, and rate design projects.
  • Conduct regulatory finance and accounting analysis on distribution and energy revenue, cost of power, regulatory assets and liabilities, and statistical volume-based reporting.
  • Prepare and oversee business plans, budgets, forecasts, variance analyses, financial reports, and provide ad hoc financial analysis as required.
  • Coordinate implementation and validation of OEB approved rates and maintain regulatory compliance calendars and records.
  • Advising on regulatory priorities, positioning and risk considerations.
  • Enhance regulatory processes, templates, and coordination practices within the regulatory department.
  • Prepare technical reports, evidence, submissions, and responses to information requests for regulatory proceedings.
  • Develop and deliver training, briefings, and presentations to management on regulatory changes and compliance matters.
  • Represent the organization in OEB proceedings, IESO interactions, industry working groups, and stakeholder consultations.
  • Collaborate with subject-matter experts, consultants, and service providers on regulatory filings and financial deliverables.

Qualifications:

  • Post-secondary degree from an accredited educational institution in Accounting, Finance, Business Administration, Economics, or a related discipline.
  • Possess a professional accounting designation (Chartered Professional Accountant (CPA)) or actively pursuing a path to certification.
  • Minimum of three years of progressively responsible accounting, finance, regulatory, regulatory accounting, or financial analysis experience.
  • Ontario electricity utility experience is strongly preferred.
  • Demonstrated experience with OEB rate applications, regulatory accounting, budgeting, forecasting, financial modelling, IESO settlements, financial reporting, and deferral and variance accounts.
  • Strong knowledge of International Accounting Standards Board (IFRS), OEB accounting and regulatory requirements, IESO requirements, Ontario electricity legislation, industry codes, and market rules.
  • Demonstrated ability to lead complex cross-functional projects and provide functional direction to employees, consultants, and service providers.
  • Advanced analytical, project management, communication, stakeholder-management, and problem-solving skills, with the ability to deliver accurate work under strict deadlines.
  • Advanced Microsoft Excel skills; experience with SAP, regulatory reporting, database, and business-intelligence systems is an asset.
  • Must hold and maintain a valid class “G” driver’s license

Salary: $91,000 – $116,000 (for qualified candidates)
