Position Purpose:

The Supervisor, Construction Verification and Compliance is responsible for ensuring that Alectra Utilities is in compliance with Ontario Regulation 22/04, as well as the applicable processes, standards and the Construction Verification Program. Accountable for all activities in the Construction Verification and Compliance department. 

Responsibilities:

  • Plans, organizes and supervises daily activities for the Construction Verification and Compliance department.
  • Provides coaching, development, performance management, technical guidance and advice to the department.
  • Lead Ontario Regulation 22/04 annual audits.
  • Responsible for all Electrical Safety Authority related matters including Public Safety Concerns, Due Diligence Inspections and Compliance Reviews.
  • Assist with responding to deficiencies identified by the Electrical Safety Authority and developing/prioritizing action plans with various stakeholders.
  • Represents Alectra Utilities at the Utility Advisory Council to provide advice on matters specific to the electrical distribution sector.
  • Provides advise to Network Services and Network Operations with respect to interpreting the requirements under Ontario Regulation 22/04 and Ontario Electrical Safety Code.
  • Provide subject matter expertise for Deviations from Alectra/CSA Standards.
  • Assists with the validation of constructed projects through regular site visits to ensure alignment with the as-built drawings and provide applicable feedback to various stakeholders.
  • Leads the development and implementation of the Construction Verification Program and its effectiveness to ensure quality assurance and continuous improvement.
  • Provides training to all applicable competent persons to ensure adherence to Ontario Regulation 22/04 and the applicable processes & guidelines.
  • Provides input to the annual scorecard and metrics.
  • Assist with the administration of Joint Use Agreements.
  • Assist (where necessary) with the review of Joint Use Permit Applications.
  • Prepares and presents technical reports and findings.
  • Provides input into department goals and objectives.
  • Leads and/or participates in department projects and key initiatives to ensure quality and timely completion within budget.
  • Identifies opportunities to streamline or automate processes to continuously improve service delivery.
  • Researches, recommends and implements new or enhanced policies, procedures and processes to improve operational effectiveness.
  • Ensures compliance to legislative, regulatory and Health & Safety policies, procedures and standards.
  • Performs other duties as assigned. 

Skills & Qualifications:

Education

  • Bachelor's degree in Electrical Engineering with P. Eng. or EIT designation and a registered member of Professional Engineers Ontario (PEO) in good standing.
  • Knowledge of emerging trends and industry best practices.
  • Subject Matter Expert (SME) on Ontario Regulation 22/04.
  • Knowledge of the Utility Work Protection, Occupation Health and Safety Act and IHSA/EUSA regulations that apply to distribution system design and construction.
  • Engineering knowledge of electrical theory, power system analysis and control.
  • Working knowledge of technical specifications/standards including CSA, CEA, OESC and ESA and Joint Use requirements
  • Proficiency with MS Office applications

Experience

  • Minimum of five years’ experience in the Electrical utility environment with system design or construction or equivalent.
  • Demonstrated experience in a supervisory or lead role, or successful completion of recognized leadership or supervisory courses.
  • Experience in a unionized utility environment. 

Skills/Abilities​

  • Advanced problem-solving and analytical skills with the ability to provide practical and/or innovative solutions to complex technical issues.
  • Strong written and presentation skills, with the ability to explain technical information in an organized and concise way.
  • Ability to plan, prioritize and execute multiple projects and initiatives within established timelines.   
  • Ability to build and maintain collaborative working relationships with internal and external stakeholders.
  • Willing to travel to field sites and work centres anywhere in Alectra service territory.
  • Strong ability to lead change, engage, develop and motivate teams.
  • Basic understanding of Structure Analysis Software (ie: SpidaCalc)
  • Must hold and maintain a valid “G” driver’s license.
