Position Purpose:

The Engineer, Construction Verification and Compliance provides electrical engineering analysis and technical support to ensure Alectra’s planning, design, construction, and records management practices are in compliance with Ontario Regulation 22/04 and that all regulatory and legislative requirements are met in the construction, maintenance and inspection of the distribution system. 

Responsibilities:

  • Develops, implements and maintains Alectra’s Construction Verification Program (CVP) and evaluates its effectiveness to ensure quality assurance and continuous improvement
  • Leads the education and implementation of, and compliance with Ontario Regulation 22/04 including adherence to distribution system design and “as-built” requirements
  • Validates construction of projects and installation of assets to ensure alignment with the approved “as constructed” drawings and compliance with the CVP and advises stakeholders accordingly
  • Reviews project/asset documentation to ensure they are completed/recorded in a timely manner and accurately reflect the necessary information including appropriate authorization and field conditions
  • Works collaboratively with cross functional stakeholders to ensure compliance with Distribution System Code maintenance and inspection requirements
  • Responsible for developing actions and responding to items identified by the Electrical Safety Authority (ESA) through Due Diligence Investigation (DDI) audits
  • Responsible for developing action plans in response to Electrical Safety Authority (ESA) bulletins and directives
  • Coordination and guidance with annual Ontario Regulation 22/04 audits
  • Assists with the administration of Joint Use Agreements.
  • Identifies opportunities to streamline or automate processes to continuously improve service delivery
  • Creates comprehensive written reports, plans and presentations for Senior Management consideration. Provide recommendations and sensitivity analysis of options and alternative solutions
  • Ensures compliance to legislative, regulatory and Health & Safety policies, procedures and standards
  • Performs other duties as assigned

Skills & Qualifications:

Education & Specialized Knowledge 

  • Bachelor's degree in Electrical Engineering or recognized equivalent
  • A registered member of Professional Engineers Ontario (PEO) in good standing
  • Knowledge of emerging trends and industry best practices
  • Knowledge of regulatory, governmental and environmental requirements (OEB Rules and Regulations, PIPEDA, OH&S, EUSA Rules, WHMIS and TDG Act)
  • Knowledge of technical and safety specifications/standards including CSA, CEA and Ontario Regulation 22/04, Utility Work Protection Code
  • Working knowledge of computer software programs such as Cyme Dist, Cyme TCC, Cyme Cap, AutoCAD, ESRI GIS, JD Edwards is an asset
  • Proficiency with MS Office applications

Experience 

  • Minimum of 5 years of experience with electrical distribution systems
  • Experience in a unionized utility environment an asset

  • Advanced problem-solving and analytical skills with the ability to provide practical and/or innovative solutions to complex technical issues
  • Strong written and presentation skills, with the ability to explain technical information in an organized and concise way
  • Ability to plan, prioritize and execute multiple projects and initiatives within established timelines  
  • Ability to build and maintain collaborative working relationships with internal and external stakeholders
  • Must hold and maintain a valid class “G” driver’s license
