SUPPLY CHAIN MANAGER

 

Oshawa PUC Networks Inc., a subsidiary of Oshawa Power and Utilities Corporation, is the local distribution company serving more than 60,000 customers in the City of Oshawa, located 45 minutes east of Toronto on the shores of Lake Ontario. 

Reporting to the Vice President of Finance, Corporate and Business Services, the Supply Chain Manager is responsible for procurement, inventory management, vendor performance, supplier relationships, contract negotiation and management, planning and forecasting demand/material needs and distribution of materials required for all operational and capital projects for Oshawa Power and its affiliates. The successful candidate will establish departmental objectives, develop and maintain purchasing system procedures and policies, and supervise and direct the work of the Stores department. 

RESPONSIBILITIES & DUTIES:

Procurement and Contract Negotiation & Management:

  • Negotiate and execute purchase orders and/or vendor contracts, including determining, developing and executing on optimal sourcing strategies (RFP, RFQ, RFIs, etc.), as required to support the critical business needs while following best procurement practices and policies.
  • Purchase materials to engineering/distribution specifications at the best price, consistent with the scheduling of capital work orders, maintenance of stock levels, delivery availability, and purchasing costs.
  • Implementing and managing centralized procurement and purchasing processes and procedures
  • Develop hedging strategy on key commodities
  • Support implementation and proper utilization of Great Plains and Quadra
  • Optimize commercial value in the supplier/business unit relationship
  • Establishing and implementing purchasing policies, procedures and best practices.
  • Develop, negotiate and implement purchasing agreements and contracts with suppliers in support of organizational requirements.
  • Assist with the interpretation and modification of contract documents by assessing user requirements and ensure compliance.

Planning & Forecasting & Vendor Management:

  • Develop and implement commodity/supply chain strategies covering all commodities, services and supplier processes to deliver maximum value, leverage, and standardization while mitigating against delivery and availability risk
  • Work with internal stakeholders to develop, manage and continuously improve and monitor supplier demand forecasts
  • Analyze market and delivery conditions to determine present and future material availability and prepare reports.
  • Provide clear leadership and timely direction to internal stakeholders on matters affecting product supply and quality
  • Measure, troubleshoot and manage supplier cost, quality and delivery performance
  • Build, manage and maintain relationships with suppliers
  • Develop an overall vendor base which creates and sustains a competitive advantage, leveraging spend and new technologies while mitigating risk
  • Assist Technical Services personnel in the review and evaluation of current specifications or suggested changes from vendors

Inventory Management:

  • Oversee the management of all warehouse operations
  • Manage material flow to ensure inventory is maintained to the optimum level to support on time deliveries in support of construction and maintenance activities while keeping inventory on hand at the appropriate levels and properly secured
  • Work in collaboration with Engineering, Technical Services and Distribution departments to establish inventory levels to meet consumer demands and maintain critical spares inventory
  • Manage materials savings initiatives in line with profit plan and overall business objectives
  • Manage, organize, and design effective inventory solutions by coordinating supply, delivery, end user requirements, and budget
  • Design, implement and ensure compliance of inventory controls
  • Organize the storing and distribution of stock, supervise and participate in periodic and annual inventory, and arrange for the disposal of surplus and obsolete materials, including scrap management
  • Monitor and report on inventory KPI’s and discuss the results with the cross functional team(s), highlighting inventory management opportunities 

Leadership & Planning:

  • Lead, develop, train, and motivate purchasing and warehouse staff, including recruitment and performance management
  • Direct continuous improvement of supply chain processes in line with changing organizational needs, priorities and market conditions
  • Establish objectives for the department, formulate plans to achieve objectives, and ensure that these plans are implemented economically and efficiently
  • Prepare, authorize, and present departmental reports to the Executive and Finance
  • Develop business plans and budgets for long term planning, new projects, and accommodation of customer requests based on established contracts and service agreements related to approved capital and operating budgets 

QUALIFICATIONS: 

To be considered for this position applicants must meet the following minimum requirements: 

  • University Degree/College Diploma in Purchasing, Inventory Control, and/or Supply Chain Management, PMAC or related designation an asset
  • Minimum 5 years operational experience with procurement, inventory management, and/or supply chain
  • Minimum 2 years of supply chain management experience
  • Proficient in Supply Chain concepts (safety stock planning, MRP calculations, scheduling constraints and bottlenecks, etc.)
  • Solid track record meeting substantial material cost reduction targets.
  • Advanced knowledge of Microsoft Office applications
  • Experience with Great Plains and Quadra is an asset
  • Demonstrated ability to challenge status quo, influence and drive change and results through others
  • Strong organizational skills and ability to prioritize tasks.
  • Ability to coordinate and collaborate cross functionally within the company to achieve corporate and departmental objectives
  • Demonstrated ability to multi task and work to deadlines, in a fast-paced environment
  • Creative thinker and ability to think “outside the box”
  • Consumer and customer focused; excellent written and verbal communication skills
  • In-depth knowledge of preparing, reviewing and negotiating contracts
  • Proactive individual with project management capabilities, strong analytical, problem-solving and time management skills
  • Experience in existing demand forecasting of supply planning
  • Excellent knowledge and experience with multiple procurement strategies, best practices and processes
  • Proven ability to build positive working relations with vendors, customers, and employees
  • Ability to work as part of a team, maintain a positive attitude and contribute to on-going improvement of work processes and procedures
  • Proficiency in Occupational Health and Safety legislation, safe work practices, work protection codes, and other safety policies and procedures including First Aid/CPR and WHMIS
  • DZ license and Forklift license an asset
  • Strong knowledge of equipment and materials specifications related to the utility industry an asset
