Position Purpose:

Reporting to the Manager, Standards, the Standards Technologist is responsible for providing engineering support to the Standards Department as it relates to Ontario Regulation 22/04 compliance for establishing approved standards and specifications for designs and materials/equipment approvals.  The position will focus on Standards and complete research and analysis of standards construction practices, material usage and design applications to recommend new or changes to current practices. In addition, overall support is to be given to the Manager and Standards Engineers related to accountable processes for the department which will include product quality, receiving inspection, refurbishment programs, equipment failure analysis and special studies related to pole load analysis, development of sag and tension tables, cable pulling tension calculation and power flow analysis. 

Responsibilities:

  • Assist with the preparation of high quality standards which includes Computer Aided Designs (CAD), specification, scope of work for materials and equipment that incorporate best utility practices in accordance with Alectra’s Conditions of Service, applicable standards, laws, codes and regulations to deliver power in a safe, cost effective and reliable manner.
  • Conduct investigations, prepare reports & makes recommendation on the need for new or improved materials, construction standards, design applications, practices and policies.
  • Use application software to perform pole loading analysis, sag and tension calculations for overhead systems, cable pulling tension calculation and overall load flow analysis related to voltage drop calculations and ampacity. Maintain all relevant databases and client files applicable to use of these software where applicable.
  • Review and approve transformer certified test reports
  • Review shop drawings
  • Co-ordinate efforts and participate in Standards and Materials Committee meetings both internal and external to Alectra.
  • Work with the Manager and Standards Engineer in the performance of pilot projects for Alectra and giving support to the department’s quality, refurbishment, receiving inspection and materials/equipment failure analysis programs.
  • Maintain and issue license copies of external standards which includes but not limited to CSA, ANSI, IEEE, and OESC.
  • Assist in maintenance of Regulatory Compliance by providing necessary data/information and keeping all records/standards updated and filed. This relates to the Ontario Energy Board Distribution System Code and Ontario Regulation 22/04 compliancy requirement, though not limited to this.
  • Maintain excellent levels of communications with various stakeholders through progress meetings and follow-ups to provide and share information relevant to the successful execution of projects/assignments.
  • Works in conjunction with department team members to achieve improvements in productivity, quality and the cost efficiency of all projects.
  • Liaise with Alectra staff and suppliers in order to gather information required for analysis.
  • Provide technical assistance and direction on approved projects and standards to Alectra staff.
  • Provides training, mentoring and assistance to other Technicians/Technologists and Co-op students.
  • Gather, analyze and interpret inspection and maintenance data. Conduct field visits and liaise with contractors and field staff to ensure data quality and consistency.
  • Safety: Responsible for a working knowledge and understanding of and make all efforts reasonable to work in accordance with and ensuring work is done in compliance with the appropriate safety legislation, EUSR rules, Alectra policies and procedures and safe work practices that apply to the work while adhering to the internal responsibility system. Reports any unsafe conditions or observed unsafe work practices using Alectra procedures.
  • Perform other duties as assigned. 

Skills & Qualifications:

 Education & Specialized Knowledge

  • Minimum Three year Engineering Technologist program in Power or Electrical Systems
  • Current membership in the OACETT as a Certified Engineering Technologist (C.E.T.) and in good standing 

Experience

  • Minimum three (3) years’ experience in a distribution utility environment in an operations or engineering function

Skills/Abilities/Competencies

  • Demonstrated ability to solve moderately complex problems.
  • Energetic and enthusiastic team player committed to overall success of the organization.
  • Requires knowledge of EUSR rules and other safety related regulations.
  • Requires basic knowledge of Occupational Health and Safety Act requirements as it relates to individual, organizational and operational requirements.
  • Strong knowledge in electrical distribution systems.
  • Strong knowledge of Alectra’s standard construction drawings, policies, procedures and practices.
  • Extensive knowledge of Ontario Regulation 22/04, CSA Standards C22.3 No. 7 and C22.3 No.1 and other relevant standards related to equipment and materials used in the industry.
  • Extensive knowledge in the preparation of specifications, testing, approval, application and operation of equipment and materials used in substations, feeders and distribution systems.
  • Strong knowledge in pole loading analysis software, sag and tension calculation and cable pulling tension calculation
  • Knowledge in performance of power flow analysis studies is an asset.
  • Knowledge in Tender Administration, Contract Management and Project Management Techniques will be an asset
  • Strong communication skills both verbal and written.
  • Strong knowledge of engineering software such as GIS/GNet, AutoCAD,Microstation, CYME, and MS Office applications.
  • Valid Class G Motor Vehicle Driving Licence
