Position Summary:

The Utilities Engineer (Electrical) supports the design, construction, operation and management of the Kingston Hydro electrical distribution system through their knowledge and application of core electrical engineering and multi-discipline engineering principles, finance principles as well as industry specific practices, regulations and standards

Major Responsibilities: 

  1. Support annual review and reporting associated with ESA Reg.22/04.
  2. Prepare and approve purchasing specifications for use with electric distribution system.
  3. Update corporate intranet with latest specifications and reference documents.
  4. Prepare, review and approve plans and Construction Verification Certificates for installations requiring P.Eng. approval.
  5. Support annual reporting and surveys to the Ontario Energy Board.
  6. Develop and maintain quality assurance process for validating revisions to systems consistent with PEO guidelines for use of engineering software.
  7. Monitor regulatory and industry best practices and develop corporate generation interconnection guidelines.
  8. Prepare Connection Impact Assessment (CIA) reports for generator connection applications.
  9. Participate in the planning and review of annual departmental budgets.
  10. Liaise with Electrical Safety Authority to report/resolve public safety concerns.
  11. Act as a technical contact for general communications with various electrical industry associations and participate in working groups and technical committees.
  12. Establish scope of work and budget for capital and customer funded electrical distribution upgrade projects.
  13. Prepare and manage RFP/RFQ contracts for consulting and contractor services.
  14. Assist in the preparation of Cost of Service Applications and the Distribution System Plan.
  15. Develop and update asset management plan and assist with development of assessment criteria for asset condition assessments.
  16. Assess impact of development applications and changes proposed by City Planning to electric distribution system.
  17. Define and prepare protection and automation solutions to enable modernization of distribution stations, lines, and distributed energy resource projects and programs.
  18. Prepare engineering and technical reports and studies; perform analysis, testing and evaluations.

Skills and Abilities:

  • Advanced MS Office skills
  • Basic AutoCAD
  • Intermediate skills with pole analysis software and electric distribution modeling software. Specific software packages are SpidaCalc and CYME
  • Basic/intermediate project management skills
  • Basic skills in the use of SCADA monitoring and control systems
  • Intermediate skills in protection co-ordination and programming of protection and control devices

Knowledge:

  • Intermediate/advanced knowledge of OEB Regulations related to the Electrical Distribution Industry
  • Intermediate/Advanced knowledge of ESA Electrical Distribution Safety Regulation (EDSR)- Reg.22/04
  • Intermediate/advanced knowledge of relevant industry codes/standards including Ontario Electrical Safety Code, CSA, IEEE and USF
  • Intermediate/advanced knowledge of electric power systems theory and distribution protection systems
  • Intermediate/advanced knowledge of Distributed Energy Resources and Connection Impact Assessments
  • Basic/intermediate knowledge of Contract Law, PEO Act, Tender Law and the Construction Act
  • Intermediate/advanced knowledge of test and maintenance practices and procedures
  • Basic/intermediate Finance and Accounting knowledge
  • Intermediate knowledge of Occupational Health and Safety requirements as it relates to individuals, the organization and operational requirements 

Experience: 

  • Bachelor Applied Science, Electrical Engineering (Power Systems)
  • Licensed Professional Engineer, in good standing with the P.E.O
  • 6-8 years’ design experience in the utility sector
  • Class G drivers’ licence
