Headquartered in Newmarket, Ontario, NT Power has an additional office in Midland, Ontario, approximately one hour north of Newmarket along the shores of Georgian Bay.

We are seeking a motivated, collaborative individual to join our team as a Regulatory Finance Manager, reporting to the CFO, working in a team environment with Finance and Accounting.

This is a full-time position, based at our head office in Newmarket, Ontario, and includes a comprehensive benefits package and a pension plan.

POSITION SUMMARY

The Regulatory Finance Manager is responsible for leading NT Power's regulatory initiatives and strategies, including advocacy on regulatory policy matters, preparation of regulatory applications and submissions, ensuring compliance with rules and regulations including oversight of pass-through market settlement activities, as well as overseeing regulatory reporting and record-keeping. The role is also responsible for providing supervision and direction to the regulatory team.

DUTIES AND RESPONSIBILITIES

  • Regulatory filings, submissions, and compliance; act as an expert resource for all regulatory matters affecting the operations of NT Power.
  • Act as the internal resource for interpreting regulatory codes and related documents from provincial authorities, such as the OEB, IESO and Ministry of Energy.
  • Work with the billing team to oversee the accuracy and timeliness of IESO settlements, and compliance with the OEB’s rules.
  • Ensure NT Power is in compliance with all regulatory requirements, including data collection, reporting, implementation of internal process changes, and record-keeping.
    • Ensure compliance with the Affiliate Relationship Code applicable to regulated utilities in Ontario.
    • Serve as the primary point of contact for translating and communicating the company’s financial position and operations for the purposes of regulatory applications and reporting requirements.
    • Liaise between regulatory bodies and NT Power to foster positive relationships and demonstrate the organization’s commitment to prudence, cost-effectiveness, compliance, and continuous improvement.
    • Determine implementation and action plans of policy and regulation changes.
  • Corporate Scorecard, Key Performance Indicators (KPI) and Reporting; analyze the company’s actual performance compared to the business plans.
    • Liaise with auditors to ensure appropriate company finances and record-keeping is maintained, accurate, and reliable.
    • Support the month-end, quarterly, and annual financial reporting cycles, with a particular emphasis on oversight for regulatory accounts.
    • Work with the Finance and Accounting department to ensure that NT Power’s internal accounting practices align with the requirements of the Accounting Procedures Handbook.
  • Oversee the regulatory department direct reports, set goals and objectives, and design a framework for these targets to be met.
  • Other duties as assigned.

QUALIFICATIONS

  • Bachelor’s Degree in Business, Commerce, Finance, Economics, Accounting, or a related discipline; graduate degree is an asset.
  • Financial designation (CPA, CA, CFA, etc.) is strongly preferred.
  • 8+ years of experience in a related field. Rate-regulated industry experience is considered a strong asset and a combination of regulatory and corporate finance experience is preferred.
  • Project management experience.
  • Organized with structured processes, ability to maintain attention to detail with a positive, results-oriented attitude.
  • Strong analytical skills and the ability to formulate a course of action from results uncovered.
  • Ability to adapt to a demanding, rapidly changing work environment and to handle numerous duties, set priorities and meet tight deadlines.
  • Excellent oral and written communication skills to address the information needs of internal and external stakeholder groups.
  • Can provide clear direction to direct reports and provide guidance and coaching to successfully lead a team.
