Position Purpose:

The position is responsible for the retrieval, validation, estimating and editing, accuracy and analysis of Alectra’s complex meter fleet including large commercial / industrial, generation, and wholesale meters.  The meter data is collected and prepared to support daily, weekly, and monthly reporting, wholesale settlement, and customer billing.

Responsibilities:

  • Ensures meter data is received as per schedules, and reviews, validates, and edits the data to provide accurately and timely data to downstream systems.  Ensures operational tasks and corrective actions are performed in compliance with rules and regulations established by the Independent Electricity System Operator, Measurement Canada, Ontario Energy Board and Alectra.
  • First point of contact to identify, receive and / or troubleshoots meter data discrepancies regarding new customer installations, meter data, IESO trouble reports, etc. Discrepancies must be resolved within established timelines and ensure correct data is used by the IESO to prepare the power bill for Alectra, and for customer billing. 
  • Sets up or upgrades interval metering installations for retail and wholesale interval meter points.  Collaborates with other teams as required to ensure the accuracy of the meter data and to resolve communication problems.
  • Collaborates with Metering field teams to resolve metering or communication problems.  Issues service orders as required and follows up in compliance with Alectra and Ontario Energy Board standards. 
  • Prepares a variety of system-generated reports.  Performs backup of interval meter data files.
  • Reviews interval customer billing histories and issues and follows up on service orders to investigate metering installations, in compliance with Alectra and OEB regulations.
  • Responsible for a working knowledge and understanding of and make all efforts reasonable to work in accordance with and ensuring work is done in compliance with the appropriate safety legislation, EUSR rules, Alectra policies and procedures and safe work practices that apply to the work while adhering to the internal responsibility system. Reports any unsafe conditions or observed unsafe work practices using Alectra procedures.
  • The incumbent may be asked to perform other related duties which may be assigned from time to time.
  • Ensure interval meter data is accurate and available to support complex customer billing, field activities, reporting requirements, Net System Load Shape calculations, retailer requirements, wholesale settlement, power bill computations, and customer inquiries. 
  • Assist Network Administrators in application upgrades and patches.
  • Update batch files, used for daily, weekly, and monthly transfers, with any account changes, additions, or deletions.
  • Create analysis reports identifying failures and gaps and recommend solutions.
  • Test, document and report the results of system upgrades, modifications, etc.
  • Perform transfer of meter data and verification of receipt and taking corrective measures when issue arise.
  • Supports resolution of customer information requests/inquiries

Skills & Qualifications:

Education & Specialized Knowledge

  • Successful completion of Post-Secondary School Diploma or recognized equivalent in a technical or Information Systems field
  • Graduate of Computer Science or Electrical Engineering Technician or Technology program, related discipline or related equivalent experience is an asset.
  • Demonstrated knowledge meter reading databases such as MV90 or AMI is a definite asset.
  • Knowledge of IESO and OEB Rules and Regulations, including settlement processes are definite assets.
  • Demonstrated knowledge of power billing rates and metering technologies is an asset.

Experience

  • Five years electricity metering experience with a focus on functionality, programing, and commercial / complex electricity billing.

Skills/Abilities/Competencies

  • Demonstrated excellent judgment, problem solving and decision-making skills. Excellent interpersonal skills and demonstrated written and verbal communication skills with external contacts, internal departments and co-workers
  • Strong organizational and time management skills
  • Demonstrated knowledge of MS Office (Word & Excel & Outlook) and other applications.
  • Strong analytical abilities with demonstrated application of math skills
  • Working knowledge of the Measurement Canada Act and Regulations in relation to electricity metering.
  • Experience in performing statistical analysis.
  • Strong knowledge of metering concepts and supporting technologies.
  • Knowledge of Alectra Utilities’ business systems used by Network Metering considered an asset
  • Demonstrated ability to solve moderately complex problems, including a facility for ratios and multipliers
  • Demonstrated ability to work independently
  • Demonstrate strong customer focus.
