METERING & STATIONS ENGINEER / TECHNOLOGIST

WHAT THE OPPORTUNITY IS

Festival Hydro is currently seeking a Metering and Stations Engineer/Technologist. The Metering and Stations Engineer/Technologist oversees the metering infrastructure (meters, repeaters, related devices) of Festival Hydro Inc., to ensure it is safe, reliable, and accurate. The position also assists with the operation and maintenance of Festival Hydro’s 230kV Transformer Station, distribution substations, the SCADA (Supervisory Control and Data Acquisition) system, and assists with the development of the Smart Grid enhancements to the distribution system. This position will be required to be on-site a majority of the time.

WHAT YOU’LL BE DOING

  • Oversee the revenue metering functions in accordance with Measurement Canada Create schedules for meter replacements to ensure that government regulations are met
  • Coordinate with Billing and Collection personnel to ensure meter records are accurately maintained to produce monthly bills that are correct
  • Troubleshoot meters and communication systems and provide repairs or replacements in a timely manner to meet internal and external time constraints.
  • Liaison with Festival Hydro Inc.’s Meter Service Provider for the installation of new wholesale metering points and maintenance of existing metering points
  • Administer Meter Service Provider maintenance contracts for wholesale metering points Ensure that the Conditions of Service regarding metering are applied to customers equally Research and recommend resolutions to power quality problems experienced by customers
  • Trouble shoot Smart meters – this includes problems with meter hardware and software and also
  • the communication between the meter and “Head end” system.
  • Review exception reports from the MV90 system and take appropriate corrective action if needed. Discuss metering installation design and requirements with electrical contractors and Engineering Department.
  • Assist Customer Accounts Manager with information regarding billing multipliers and power factor
  • conditions of industrial customers.
  • Monitor activities performed by operations department and contractors to ensure the municipal substations are safe and operating properly.
  • Conduct routine substation inspections
  • Coordinate external contractors and operations staff for station inspections, maintenance, and repairs.
  • Arrange for the replacement and disposal of substation and distribution automation equipment as they become obsolete
  • Coordinate and make recommendations for capital purchases of material and equipment and assist with the preparation of annual capital budgets for metering and stations
  • Investigate the mis-operation, nuisance protection trips, and anomalous reading/alarms of substation and distribution automation equipment and ensure corrective actions are taken Monitor, investigate, and rectify alarms or abnormalities as it relates to transformer and distribution station equipment or recommend appropriate action to be taken by engineering and operations.
  • Recommend solutions to Festival Hydro’s Engineering and Operations departments to rectify alarms or abnormalities as it relates to the distribution system.
  • Coordinate the installation of automated switches, reclosers, etc. with engineering and operations, and allow these devices to be monitored and programmed via the SCADA system
  • Other duties as assigned

WHAT SKILLS & EXPERIENCE YOU’LL BRING

  • Post-secondary education related to electrical power systems with Ontario Professional Engineering or Certified Engineering Technologist designation and equivalent experience in a utility substation or metering environment.
  • Excellent organizational, project management and communication skills
  • Proficient at the use of computer programs such as Microsoft Office, AutoCAD, Esri GIS, CymeTCC (Protective Device Coordination), etc.
  • Prior hands-on experience with revenue metering of various manufacturers/models (e.g. Trilliant, Schneider, Honeywell/Elster, Itron, etc.)
  • Operational understanding to administer a SCADA system
  • Prior hands-on experience with the setup and configuration of communications equipment including point-to-point radios, cellular modems, network switches, ethernet and serial communications, etc.
  • Knowledge of Measurement Canada standards and regulations relating to electrical metering, Distribution System Code & Transmission System Code, Ontario Electrical Code Book & Local ESA (Electrical Safety Authority) Requirements, Electrical & Utilities Safety Association’s Rule Book and guidelines
