Manager, Distribution Design

Position Purpose:

The Manager, Distribution Design is responsible for providing leadership to the Distribution Design group and assumes overall responsibility for designing the company’s distribution capital expenditures in the area of system access, system service and system renewal.  The design activities for this position include subdivisions, planned capital, customer capital, ICI/Layouts, and transit.   

  • Provides leadership and guidance to highly skilled technical employees in the execution of capital programs for the electricity distribution system.versees a team of Design Supervisors and staff. Coach and mentor staff to build a strong team that demonstrates Alectra cores values and cultural behaviorsProvides overall people leadership and direction through personal development, performance management, staff training and resource planning.
  • Seeks to continuously make improvements by annually preparing and executing departmental objectives that focus on people/process/technology improvements.
  • Plans, schedules, organizes, and assigns capital work to ensure that quality/accuracy is achieved and adherence to departmental procedures are followed. This includes such items as work order management, material schedules, cost estimating, permits, easements, reporting on status of projects, forecasts, variances, project closures, managing relationships and agreements with outside agencies.
  • Reviews and approves purchase requisitions, invoices, offer to connect (OTC) agreements, capital cost recovery agreements (CCRA’s), letter of credits and other contract/agreements/requisitions as necessary.
  • Procure and negotiate MSA Civil, Engineering, and HV Contractor Contracts for Distribution Capital work.
  • Manages MSA contractor performance and costs, implements KPI measurements and quality checks on service levels, and develops action plans for consistent performance within service level agreements
  • Tracks and reports on Ontario Energy Board (OEB) reporting metrics.
  • Responsible for the oversight of all project designs, ensuring designs conform to Alectra Standards, are constructable and applicable industry standards and regulations are met.
  • Works closely with Asset Management to develop capital budgets, provide forecasts, and write business cases for short- and long-term investments.
  • Works closely with Lines and Operations to ensure the necessary processes and communications protocols are in place to successfully execute on the annual capital portfolio.
  • Works with other primary groups (Finance, Supply Chain Service and Customer Service) as necessary to ensure inter departmental dependencies are running efficiently and effectively.
  • Responsible to manage departmental Operating budget. Track, monitor and forecast spending.  Provides input to annual business plans.
  • Manages department projects and key initiatives to ensure quality and timely completion within budget
  • Manages and addresses escalated concerns, disputes, or issues from various stakeholders, including customers, contractors, Ontario Energy Board, City Councilors, etc.
  • Develops, researches, recommends, and implements new or enhanced policies, procedures, and processes to improve operational effectiveness
  • Ensures compliance to legislative, regulatory, and Health & Safety policies, procedures and standards.
  • Performs other duties as assigned

 

Education & Specialized Knowledge

  • Bachelor's degree in Electrical/Civil Engineering with P. Eng. designation and a registered member of Professional Engineers Ontario (PEO) in good standing or Limited License from PEO that allows signing off on distribution design capital construction works.
  • Knowledge of the Utility Work Protection Code, Occupation Health and Safety Act and IHSA regulations that apply to distribution system design and construction
  • Fluency in Project Management disciplines to manage project scope, budget, and schedule.
  • Thorough knowledge and understanding of standards, design and construction practices, specifications, and materials
  • Knowledgeable in theory and practice of Ontario Regulation 22/04
  • Working knowledge of technical specifications/standards including CSA, CEA, and ESA
  • Good understanding of logic and principles associated with system planning and utility distribution systems
  • Strong exposure to field construction
  • Effective management of resources including budget preparation, execution, and forecasting
  • Knowledgeable in the Distribution System Code and its various Regulatory requirements

 

Experience

  • Minimum of 7 years professional experience, including a minimum of 3 years at a management/supervisory level, and a minimum of 5 years in electrical distribution system design, construction methods and distribution system components and applications
  • Familiar in working in an unionized utility environment
