Manager, Metering Compliance, Wholesale & Services

Position Purpose:

The Manager, Metering Compliance, Wholesale & Services is accountable for the regulatory compliance of Alectra’s meter fleet, management of its Wholesale and Meter Lab activities, and executes Meter Services work plans under Service Level Agreement with Alectra’s affiliates.   The Manager develops resource & work plans, prepares business cases & budgets, tracks, monitors and reports on performance, and updates processes.

 

  • Oversee Alectra Utilities’ Wholesale metering infrastructure and field work including installation, operation, maintenance, monitoring, and life-cycle planning, as well as ensuring compliance with IESO and Measurement Canada requirements.
  • Oversee Alectra Utilities’ Meter Lab operations including meter certification and sealing operations, compliance & quality assurance programs, and Alectra Utilities’ Sampling & Reverification program.
  • Oversee the drafting, approval and execution of engineering projects including customer projects.
  • Responsible for Alectra’s compliance to Measurement Canada’s requirements to maintain S-A-07 Accreditation to perform inspections.
  • Perform risk assessments and develop mitigation plans.
  • Manage the support provided to affiliates for Wholesale services and Meter Lab services through Service Level Agreements and ensure appropriate costing.
  • Responsible for planning resources and multi-year work plans for all Wholesale & Lab Services activities including support of Service Level Agreements for affiliates. This includes short-term and long-term resource planning, work planning, asset life cycle planning and tracking, and developing annual business plans and budgets.
  • Develop, track and monitor work programs, key performance indicators (KPIs), dashboarding, monthly reporting, and follow-ups.
  • Accountable for compliance with regulations, such as Measurement Canada requirements, and IESO requirements and OEB requirements and associated audits.
  • Create, refine and implement processes, procedures and policies to improve department effectiveness and ensure continuous improvements.
  • Work closely with other departments, such as Customer Service and Operations, to address billing issues, power quality concerns, and overall departmental performance.
  • Liaise with governing and compliance entities like Measurement Canada, IESO, and OEB.
  • Provide overall leadership, coaching, development and performance management of staff. Plan and develop resources for future skillsets and expertise.
  • Provide leadership and ensure compliance with health & safety policies, procedures, standards and compliance training.
  • Resolve escalated staff concerns, customer inquiries, and internal issues.
  • Collaborate with other departments, external customers, and stakeholders to identify best practices and improve departmental performance.
  • Lead the acquisition of third-party services that provide effective support for the department.
  • Interpret, apply, and propagate corporate policies and Collective Agreement, resolve labour relations conflicts, disputes, and grievances.
  • Perform other duties as assigned.

 

Education & Specialized Knowledge

  • Professional Engineer (P.Eng) (preferred), or Certified Engineering Technologist (CET). Additional training and competencies in Business or Finance is an asset. 
  • Knowledge of regulatory and governmental requirements including Measurement Canada, IESO, OEB, ESA regulation legislation, codes rules and regulations
  • In depth knowledge of OHSA, E&USA rule book and associated safety regulations
  • Strong understanding of electrical metering systems, principles and practices, electrical distribution systems, safety standards and protection codes
  • Proficiency with MS Office applications

 

Experience

  • Minimum 5 years experience in a supervisory or management role
  • Minimum 10 years experience in a utility setting with a background in Engineering, Metering, Regulatory or similar
  • Experience in a unionized utility environment an asset

  • Strong ability to lead change and engage, develop and motivate teams
  • Strong planning skills, with the ability to assess the impact of decisions
  • Demonstrated rigor with reporting, risk assessments, and Key Performance Indicators
  • Excellent written and presentation skills, with the ability to organize and convey information in a compelling way
  • Ability to plan, prioritize and execute multiple projects and initiatives within established timelines
  • Strong conflict negotiation skills, with the ability to influence and resolve difficult situations
  • Must hold and maintain a valid Class “G” driver’s licence
