MANAGER, REGULATORY AFFAIRS

 

Permanent, full-time position – London, ON

This role is integral to London Hydro’s understanding of, and participation in, the rapidly changing energy sector in Ontario. Over the next 10 to 25 years, electricity will gradually replace fossil fuels (gasoline and natural gas) in the energy mix. Working under the direction of the Director of Regulatory Affairs, or designate, you will be part of the Regulatory team and contribute to internal and external strategy, analysis, implementation, advice, policy, compliance and communications on regulatory and legislative matters. This will include matters related to the Ontario Energy Board, the Independent Electricity System Operator (IESO), the Ministry of Energy (MOE), and the Electricity Distributors Association (EDA). You will also play a key role in keeping senior management and the Executive team abreast of regulatory requirements and risks such that internal business practices are optimized and/or reflective of regulatory and legislative requirements.

JOB DUTIES

As part of your responsibilities as Manager of Regulatory Affairs, you will:

  • Prepare Ontario Energy Board applications for rates, licences and regulatory filings (on an assigned basis), and participate in regulatory proceedings. Prepare thorough, persuasive narrative evidence, arguments, models, forecasts and analyses in support of corporate positions in rate and regulatory applications/filings. Provide company representation/testimony, case management, witness preparation and support, as required. Liaise with external counsel, as appropriate. Ensure the quality and accuracy of submissions to interventions in external regulatory proceedings, and regulatory consultations on codes and guidelines, as assigned. Ensure that corporate records pertaining to regulatory affairs are organized, maintained and accessible.
  • Interpret, analyze and implement (when appropriate) existing and proposed regulatory legislation, codes, guidelines and market rules. Monitor key trends. Coordinate corporate operational and reporting compliance. Translate complex financial, technical and operational information from stakeholders into a regulatory context. Provide information, education and/or advice regarding regulatory strategy, policy and compliance to senior management and the Executive team. Present alternatives and recommend policy positions.
  • Represent the corporation, as required and directed, in the absence of the Director of Regulatory Affairs, maintain beneficial business relationships and advance the Company’s position through participation in external stakeholder (e.g. OEB, IESO, EDA) committees, working groups, councils, proceedings, formal hearings and consultations.
  • Understand and support the IESO settlement process and annual regulatory filing requirements (e.g. RRR, OEB Scorecard, IRM). Assist with the identification, evaluation and monitoring of the Company’s operational and strategic risks. Assist with enterprise risk management business processes.
  • Coordinate and ensure the execution of special projects involving a broad range of business issues, in consultation with the Executive and/or senior management.
  • Provide backup support to the Director of Regulatory Affairs.
  • Adhere to all Occupational Health and Safety Act rules and regulations, the IHSA's Electrical Utility Safety Rules, London Hydro safe work practices and procedures, and all components of London Hydro's health and safety program.

QUALIFICATIONS

The qualified Manager, Regulatory Affairs we seek for this opportunity must be able to meet the following requirements:

  • Successful completion of a bachelor’s degree in Business Administration, Accounting, Finance, Economics, Engineering or a related discipline from a recognized university, PLUS a professional designation, a degree in law or a graduate degree, considered an asset.
  • A minimum of seven (7) years of relevant, progressive experience.
  • Proven ability to prepare detailed models and related financial data.
  • Excellent written and verbal communication, advocacy, negotiation and public speaking skills in both adjudicative, formal and informal environments.
  • Experience liaising with senior management and external agencies.
  • Proven ability to establish strong collaborative working relationships.
  • Strong analytical and time management skills.
  • A track record as a zealous learner and a progressive thinker.
  • Strong leadership, management, and supervisory skills.
  • Ability to establish and maintain positive and effective cross-functional relationships at all levels of the organization.
  • Advanced proficiency in the use of Microsoft Word and Excel.

ASSETS:

  • Progressive experience in a utility environment covering all regulatory, and legislative matters pertaining to the Ontario electricity distribution industry.
  • Knowledge of statistical analysis (regression analysis)/load forecasting.
  • Knowledge of IFRS.
  • Knowledge of regulatory and government requirements, including Ontario Energy Board Act, Retail Settlement Code, Distribution Settlement Code, Standard Supply Service Code, Affiliate Relationships Code, Conditions of Service, Electricity Distribution Rate Handbook, and Accounting Procedures Handbook.

Salary range: $103,000 to $129,000 per annum
