Engineering Technologist

Responsibilities:

Reporting to the Manager and Supervisor of Utilities Kingston Hydro Group, the incumbent, as a member of the Engineering team supporting the management, operation and maintenance of Kingston Hydro’s electrical distribution system.

  • Consult with other departments and complete technical design drawings for Electrical infrastructure.
  • Coordinate with field crews and system operators to plan outages for completion of work and maintenance requests.
  • Support asset management activities such as asset condition assessments.
  • Review Distribution Energy Resource (DER) connection applications and impacts of DER connections on the distribution system.
  • Assist with Cyme software data entry and modeling.
  • Assist with Capital Cost Recovery model for calculating Capital Contribution Costs and Expansion Deposit costs.
  • Review Customer/Contractors Service Requests for electrical service upgrades and complete layouts and estimates.
  • Schedules and arranges work on the electrical distribution system with particular emphasis on the overhead and underground systems, and ensures all work is organized in preparation for field staff to complete.
  • Review Third Party attachments on distribution poles by analyzing the impacts.
  • Consultation with other departments to determine electrical distribution arrangements and produce technical field drawings.
  • Orders materials and equipment and confirm lead times.
  • Confers with customers for outages.
  • Order locates for projects and confirm designs acceptable.
  • Prepare and issue customer quotes and contracts.
  • Consult with other departments regarding pending work; provides estimates for capital, maintenance, and customer work.
  • Assists with identifying capital and maintenance improvements for budgeting.
  • Responds to customer enquiries and liaises with developers and contractors.
  • Assist with development review and provide information about the processes and requirements to potential customers for connecting to the distribution system.

Other responsibilities:

  • May assist in the preparation of tenders, RFQ’s, RFP’s.
  • Collect field data using the latest GPS technology.
  • Undertake field surveys and complete as-built drawings.
  • Play a major role in the annual ESA Reg. 22/04 audit with presenting all required data to auditor.
  • Produce or update electronic drawing files, databases and records.
  • Develop and track work schedules for assigned projects.
  • The incumbent will undertake regular site visits for development proposals to confirm compliance to standards and regulations.

Education, Licences/Certification and Other Qualifications 

  • Candidates with a Diploma from a three (3) year Engineering Technology program, with preference given to Electrical (Power Option) and/or Civil (Structural Option) from an accredited College. Minimum of two (2) years of acceptable experience AND designation as a Certified Engineering Technologist (CET) with O.A.C.E.T.T. will be given preference.
  • Candidates with an O.A.C.E.T.T. membership along with demonstrated plan for acquiring the CET designation may be considered at the Engineering Technologist Intern classification at a corresponding rate of pay.
  • Ensure designs meet all regulatory and applicable standards such as ESA Regulation 22/04 and CSA/USF standards as well as adhere to Utilities Kingston’s own policies, procedures and standards.
  • Familiar with Ontario Provincial Standards (OPS) and Ontario Provincial Standard Drawing (OPSD).
  • Ability to demonstrate superior organizational skills and have the capacity to work in an environment that has competing priorities and deadlines.
  • Ability to coordinate timely input from others, provide conflict resolution to situations, and exercise judgment when deviations to accepted standards are required is needed.
  • Ability to deliver, and understand importance, of customer service within a demanding approvals environment.
  • Initiative and ability to work with minimum supervision, as well as a member of a team.
  • Proficient verbal and written communication skills and experience with Microsoft Office, AutoCAD, ESRI based GIS Software including ARC GIS and system capacity modeling software (Cyme or equivalent).
  • Experience with Utility Work Protection Code, SPIDACalc software and Microsoft Dynamics AX will be considered an asset.
  • Familiar with Ontario Energy Board Distribution System Code and other requirements by Provincial and Federal regulated agencies

Special Working Conditions/Conditions of Employment 

  • Maintain a valid Class “G” driver’s licence.
  • Completion of a Criminal Record Check at the employee’s own expense, and to the satisfaction of Utilities Kingston.
