Reporting to the Manager, Regulatory Applications and Accounting and is responsible for preparing, reviewing, and planning all activities related to applications filed by electricity distributors (such as, rate applications, cost of service applications, service area amendments, RRR filing). 

This role is a key contributor to Elexicon’s budget and financial planning, as well as regulatory processes and reporting. This includes load and customer forecasting, rate design, rate implementation in support of the Company's applications for distribution rates, and as required in the day-to-day operations. In addition, this role is responsible for supporting various tracking and settlement processes related to the wholesale energy markets, deferral and variances accounts, and providing ancillary subject matter expertise support on rates-related matters as required.

DUTIES & RESPONSIBILITIES

  • Preparation of data, analysis, and related evidence required for cost of service and annual rate updates, OEB Reporting & Record-Keeping Requirements, and other regulatory submissions (e.g.: Ontario Energy Board (OEB) consultations on rate design; Market Renewal Program).
  • Completes various data analysis, including distribution revenue variance, regulatory reporting analysis and benchmarking studies.
  • Gathers, analyzes and reports data to internal and external agencies (e.g.: Regulatory filings, budgets, external driven survey and data requests, etc.) to maintain regulatory compliance.
  • Provides quantification, data analysis and evidence-writing support, and supports all lines of business in preparing for various regulatory filings including cost of service applications, annual updates and other regulatory proceedings.
  • Performs monthly wholesale settlement processes (IESO invoices, NUG data, RESOP/FIT/MFIT data) as required by the IESO Market rules and as an input into monthly financial reporting.
  • Reviews, configures and implements new rates - distribution, commodity, regulatory - as determined by the OEB or other regulatory bodies (i.e. Ministry of Energy, Independent Electricity System Operator) in Elexicon’s billing system to bill customers in a timely and accurate fashion.
  • Maintains and updates reports and databases required in financial reporting and for internal/external agencies.
  • Represents and advances the organization's regulatory strategy, acting as a subject matter expert at regulatory proceedings and industry stakeholder engagements.

KEY SKILLS & QUALIFICATIONS

  • Experience in energy, regulated utilities such as electricity, nuclear, natural gas, or related power industry, or within a highly regulated technical sector is preferred.
  • Strong skills in research, analytical and information management analysis, meaningful data interpretation and problem-solving ability.
  • Familiarity with Regulatory Accounting (Modified IFRS) is strongly preferred.
  • Knowledge of distribution rate-making fundamentals is preferred (consideration for other rate regulated industries).
  • Knowledge and understanding of financial and operating consequences of regulatory rules, policies and proposals.
  • Excellent qualitative and quantitative analytical/critical thinking skills to identify and solve a wide range of business problems.
  • Project management skills.
  • Strong spreadsheet and numerical skills.
  • Good verbal and written communication skills.
  • Ability to research, understand and interpret external regulations or supporting materials produced by regulatory bodies (i.e. OEB).
  • Advanced ability to evaluate and resolve complex regulatory and issues due to extensive knowledge of related regulatory requirements.
  • Ability to influence, lead and manage stakeholder relationships.

MINIMUM REQUIREMENTS

  • Bachelor’s degree in relevant financial or technical field (e.g. Economics, Business Administration, Engineering, Finance).
  • Five (5) years professional experience in regulatory affairs, rate applications, and/or accounting.
  • Graduate degree in above disciplines (preferred).
