General Manager

Cooperative Hydro Embrun Inc. (CHEI) is seeking candidates with strong management abilities, excellent interpersonal skills with staff, board members and stakeholders and customer service oriented.  CHEI is an electricity distributor licensed by the Ontario Energy Board (OEB). CHEI provides electricity distribution services in the Town of Embrun, about 37 km southeast of Ottawa. CHEI is responsible for the distribution and the maintenance of its infrastructure, while servicing 2,635 customers across its service area spanning a distribution service territory of approximately five square kilometers. CHEI is incorporated under the Co-operative Corporations Act and is 100% owned by its members. The Utility employs three employees and is governed by a Board of Directors appointed by the members. CHEI relies on sub-contracting for the maintenance of its distribution network.

Embrun is a community that is part of the Township of Russell where residential and commercial growth has been significant over the past 5 years.  This young family oriented and bilingual community offers multiple public and catholic primary and secondary schools, a significant number of parks and sporting venues and a pretty complete business retail offer.

Duties:

  • Work with a Board of Directors to advance the mandate of the Utility;
  • Ensure the Utility operates in a responsible corporate environment with due regard to the environmental footprint and public and employee safety;
  • Supervise operations to ensure compliance, production efficiency, accuracy, quality, service and the cost-effective management of resources;
  • Manage and maintain annual budget, financial statements, and all accountant aspect;
  • Lead operational capital planning;
  • Supervise customer, billing and financial requirements – billing, payroll, A/P, A/R, disconnects, reconnects, outage, reporting, customer service indices;
  • Understand and manage regulatory requirements from the OEB, Independent Electricity System Operator (IESO) and Electrical Safety Authority (ESA) Reg 22/04
    • Produce and submit to IESO monthly reporting,
    • Produce and submit to OEB annual Incentive Rate-setting Mechanism (IRM), Reporting and Oversee production and submission of Cost of Service (COS) and Incentive Rate Mechanism (IRM) as required,
    • Compile the yearly RRR (Reporting and Record keeping Requirements) and Scorecard to the OEB;
  • Compile monthly statistics i.e. per customers class, …;
  • Prepare work orders, approve invoices and supervise Line Contractor performance;
  • Develop and maintain a good work relationship with consultants, stakeholders, and reporting agencies.

Required Qualifications:

  • 5+ years of management and supervisory experience
  • Degree or equivalent in Engineering, Business Administration or Finance
  • Fully bilingual in French and English in both written and spoken
  • Familiarity with financial statements, budgets and asset management planning
  • Leadership, human resources management and coaching skills
  • A humble, confident and curious professional who can respectfully stand their ground in making and defending recommendations
  • Customer serviced oriented

Qualifications that would be an asset:

  • Experience working with a Board of Directors
  • Knowledge and experience in the electricity and power sectors
  • Experience with OEB electricity and accounting regulations
  • Good knowledge of an Electricity Distribution System

Remuneration:

  • Salary including a group benefit package, will be in accordance with the existing salary scale and benefits plan and which will commensurate with qualifications and experience. Candidates are welcomed to indicate salary expectations in their cover letter.
