POSITION SUMMARY
The Payroll & Benefits Administrator will be responsible for ensuring the accuracy of preliminary and final payroll reports, time sheets, spreadsheets, assuring compliance with all applicable federal and provincial regulations, and company policies. Other responsibilities will include responding to inquiries and/or requests for data and/or reports, providing timely and accurate payroll production, and the administration of the company benefits and pension plans.

Integrity and strong attention to detail are crucial for this role. 

KEY DUTIES

  • Prepare and process bi-weekly union and non-union payroll as well as quarterly Board payroll.
  • Update payroll per the consistent application of the Collective Agreement.
  • Maintain payroll data integrity, which includes auditing the pay system for employee changes, new hires, terminations, earnings and deduction changes.
  • Understand and interpret government legislation and company policy to ensure compliance in all payroll related activities, responding to government inquiries as required
  • Prepare records of employment in accordance with Service Canada requirements, responding to government inquiries as required
  • Calculate and apply Employee Health and Benefit Contributions to employee payroll profile to ensure accurate deductions in keeping with our carrier’s premium payment requirements.
  • Analyze and Remit liability payments ensuring accuracy and timely remittance.
  • Reconcile remittances by accurate reporting of journal entries to the general ledger: WSIB, Health and Benefits, EHT, and Source Deductions.
  • Ensure employee files and confidential payroll related information is maintained.
  • Handling of employee garnishments from the provincial and federal governments
  • Complete year end payroll functions which include processing T4’s, and year-end requirements
  • Manage the administration of employee benefits programs, ensuring accurate processing related to internal changes, onboarding, and offboarding activities.
  • Review and reconcile monthly benefits invoices from vendors, identify and resolve discrepancies, and collaborate with the Finance department to ensure accurate and timely payments.
  • Monitor and track time off, vacation and sick banks to ensure accuracy and collaborate with the business as needed.
  • Partner with HR with respect to inquiries and updates relating to people policies, compensation and/or benefit programs.
  • Assist with budget development by providing estimated payroll related taxes, benefit and pension costs.
  • Develop and maintain documentation of payroll, benefit and pension processes.
  • Perform other duties as assigned.

  • Ability to maintain a high level of confidentiality and integrity
  • Advanced verbal and written communication skills
  • Advanced MS Excel skills
  • Experience with ADP Workforce Now

KNOWLEDGE

  • Advanced knowledge to the ESA, Human Rights and AODA
  • Advanced knowledge of CRA guidelines and payroll legislation
  • Intermediate knowledge of the contents and administration of the collective agreement

EXPERIENCE & EDUCATION

  • Post-secondary diploma or degree in business or a related discipline
  • Payroll Compliance Practitioner (PCP) and Certified Employee Benefit Specialist (CEBS) designations an asset
  • Experience in the electricity sector an asset
  • Minimum 3-5 years in Payroll Administration
