The SCADA & Communication Coordinator works independently and under the direction of the Manager, Technology and Security Operations.  Provides full installation, operation, maintenance, and development support for the company’s distribution automation systems, focusing on but not limited to the SCADA system, associated networks and data communication systems and linked and independent databases and software applications.  The position will interface with vendors and providers to service and maintain the SCADA and communication systems, implement necessary measures to limit the system’s downtime, and will provide technical support to optimize system performance with respect to monitoring, communication and control.

DUTIES AND RESPONSIBILITIES

  • Provide full installation, operation, maintenance, development and technical support for distribution automation devices, including communication devices such as SCADA system, RTUs and IEDs, radios, controllers, power meters, various types of switches, internet access and VPN routers, etc.
  • Principle functions include programming, database management, database creation, software troubleshooting, firmware and computer hardware installation and troubleshooting, related data, network, and communications hardware installation and troubleshooting, and user-group assistance
  • Maintain existing SCADA LAN and WAN network. Upgrade and restructure network model, redesign network routes, add or change network nodes.  Set up VPN tunnels and maintain VPN network for SCADA system.  Set up and maintain firewall in various SCADA gateways and provide support for SCADA system security
  • Maintain up to date knowledge in the structure and programming of the SCADA system and other automation devices and provide database software management and development
  • Provide specialized, or as required, database development and programming for other automated systems and applications, such as ICCP communications.
  • Coordinate with substation and automation technicians and provide technical support when new automation devices such as RTUs, relays, modems and media converters are introduced into the distribution system
  • Provide support to the Manager in all matters relating to the operation of the Smart Grid, automation devices and communication systems
  • Review and analyze SCADA network reliability and network security, remain abreast of latest IP networking technologies such as tunnel redundancy, IP multicast, VOIP, etc.
  • Change or update IP network configuration to meet the requirements as new smart grid projects are introduced to the system and SCADA network
  • Conduct extensive research on communication technologies, analyze and compare the different traditional and emerging technologies on the distribution automation system and provide suggestions and opinions
  • Review, maintain and update licensing requirements for all hardware and software related to automation devices and communication systems
  • Assist users and field staff with troubleshooting and resolution of technical network/communication issues related to automation devices and communication systems
  • Coordinate and schedule the work of external technical resources and contractors as required
  • Verify and check accuracy of work to maintain reliability of complete automation system
  • Perform all duties in strict compliance with Elexicon and industry established safety rules, standards, procedures and policies
  • Other duties as required may be considered part of these responsibilities

KEY SKILLS & QUALIFICATIONS

  • An understanding of electric power systems, computer applications and smart grid communication systems within the electricity distribution industry
  • Experience with relational databases including the ability to work in SQL or Oracle
  • Experience in computer applications for industrial operations, e.g. RTUs, PLCs and IEDs
  • Experience or knowledge of communication systems including radio, fiber optics, etc., plus communication protocols, e.g. TCP/IP, DNP 3.0 and ICCP
  • Experience with SCADA and communication equipment from multiple vendors would be considered an asset
  • Experience developing communication systems for grid automation devices including protective relays and other substation devices to SCADA
  • Ability to analyze complex problems and resolve them in both a team environment and independently coupled with being self-motivated and possessing excellent project management skills
  • Ability to upgrade formal knowledge related to distribution system automated devices, communication systems and emerging technologies

MINIMUM REQUIREMENTS

  • Technologist diploma in an electrical or computer/communications engineering related field,
  • Certified Engineering Technologist (CET) or Professional Engineer (P.Eng.) designation is considered an asset
  • 6 to 7 years of relevant experience
  • Valid Class G driver’s license

COMPENSATION PACKAGE

Union

Compensation Package: Hourly rate between $41.95 - $59.93, as per our collective agreement with Power Worker's Union (PWU) + Benefits + OMERS Pension Plan

The above range reflects the reasonable estimate for the position at the time of posting. Within the range, hiring compensation will be determined based on relevant qualifications, experience, skillset, education/ training, and other organizational needs.
