Rideau St. Lawrence Utilities Inc. (RSL) is the local electricity distributor for over 6,000 customers located in Eastern Ontario servicing Prescott, Cardinal, Iroquois, Morrisburg, Williamsburg, and Westport.   Our location is perfect for people who want to strike a healthy balance between enjoying the great outdoors while being close to large city amenities.   We are located 1 hour south of Ottawa and 2 hours west of Montreal and 4 hours east of Toronto.

RSL is seeking a Distribution Engineer who demonstrates professional integrity, technical leadership, and a commitment to continuous improvement.  The successful candidate will play a key role in planning, designing, and maintaining RSL’s distribution system while ensuring compliance with Ontario regulatory requirements.

This role offers broad exposure across system planning, design, regulatory affairs, and capital execution within a collaborative and community-focused utility.  In a small utility environment, the successful candidate will be comfortable balancing strategic planning responsibilities with hands-on technical support and field engagement.

Qualifications, Skills & Experience:

Required:

  • Bachelor’s degree in Electrical Engineering.
  • License Professional Engineer (P.Eng.) in Ontario, or eligible to obtain license within a defined period.
  • Valid Ontario Class “G” driver’s license.
  • Working knowledge of Ontario Energy Board (OEB) regulatory framework and Electrical Safety Authority (ESA) requirements.

Preferred Experience:

  • Distribution system planning (DSP) and load forecasting.
  • Overhead and underground distribution design (4.16 kV / 8.32 kV / 44 kV preferred).
  • Substation design and upgrades.
  • Protection and control coordination.
  • SCADA and distribution automation systems.
  • GIS Implementation and data management
  • Distributed Energy Resource (DER) integration and Connection Impact Assessments.
  • Capital planning and budgeting.
  • Ontario Regulation 22/04 (Electrical Distribution Safety).
  • OEB Distribution System Code (DSC).
  • Application of applicable CSA standards.

 Software and Technical Tools Experience:

  • Microsoft Office Suite
  • AutoCAD
  • ESRI GIS
  • SPIDAcalc
  • Engineering modelling tools (load flow, short-circuit, coordination software)
  • Working knowledge of engineering databases and asset information systems.

Primary Duties and Responsibilities

System Planning & Engineering

  • Lead short-term and long-term distribution system planning initiatives.
  • Develop, implement, and maintain RSL’s Distribution System Plan (DSP).
  • Conduct load flow, loss optimization, fault level, and protection coordination studies.
  • Perform load forecasting and asset capacity assessments.
  • Support DER integration including Connection Impact Assessments.
  • Act as Engineer of Record where required and assume professional responsibility for engineering decisions affecting public safety and system reliability.

Design & Technical Oversight

  • Lead and provide engineering design for overhead, underground, and substation projects.
  • Review and approve protection settings, system configuration changes, and capital designs.
  • Support commissioning and programming of protective relays and automated devices.
  • Collaborate with developers, customers, and suppliers on system design.
  • Support the connection and expansion cost estimates and deposit calculations.
  • Maintain and update system models and engineering documentation.

Regulatory & Compliance

  • Prepare engineering reports and technical submissions for the OEB and ESA.
  • Ensure compliance with Ontario Regulation 22/04 and the Distribution System Code.
  • Support reliability reporting and performance analysis (SAIDI, SAIFI, asset performance).

Capital Planning & Budgeting

  • Support development of operating and capital budgets.
  • Provide engineering input to annual business planning and cost-of-service applications.
  • Analyze outage data and system loading to improve reliability and performance.
  • Assist in capital prioritization and risk-based asset management.
  • Create tender packages for procuring system assets.

Continuous Improvement

  • Implement, maintain and improve GIS data integrity and system modelling accuracy.
  • Support improvements to GIS, SCADA, metering systems, and other operational technologies.
  • Identify opportunities for system automation and efficiency improvements.
