RSL is the local electricity distributor for over 6,000 customers located in Eastern Ontario servicing Prescott, Cardinal, Iroquois, Morrisburg, Williamsburg, and Westport. RSL is seeking a Power Line Technician (PLT) Lead Hand who demonstrates high integrity, takes ownership, continually improves, and cares about community. Reporting directly to the Operations Manager, the Lead Hand is a working PLT with additional leadership and supervisory responsibilities. This role is responsible for leading PLT crews by ensuring safe, efficient, and cost-effective execution of RSL operation work. Qualifications include but are not limited to the following:

  • All qualifications, knowledge, and experience of a PLT.
  • Secondary School Diploma or equivalent.
  • Powerline Technician Certificate of Qualification or Interprovincial Red Seal Certification (or equivalent).
  • 5+ years of experience as a qualified PLT in the utility sector.
  • 2+ years of experience in leadership or supervisory experiences. 
  • Valid Class AZR class driver’s license in good standing.
  • Any additional qualifications, as assigned by management.

Responsibilities include but are not limited to the following:

  • Perform all duties of an RSL Journey Lineman.
  • Uphold RSL values and mission.
  • Establish and maintain effective collaborative working relationships with RSL Employees, suppliers, contractors, shareholders, customers, and stakeholders.
  • Improve the health and safety in the organization through:
    • Active participation in the Health and Safety program
    • Lead and coach tailboard conferences
    • Lead and enforce Health & Safety policies
  • Supervise and coordinate line staff operations, including:
    • All work related to the Electrical Distribution System (construction, operation, maintenance, planned repairs, and emergency repairs of all station, overhead, and underground electrical systems)
    • Locates, Hot Water Tanks, Street Lights and other affiliated business work
    • Maintain equipment (PPE, Tools, Trucks, Fleet) and premises (Prescott, Morrisburg) are clean, tidy and in good working order.
  • Direct and schedule crews according to the operation and business plan through daily
  • Coordinate emergency repairs and power restoration of the distribution
  • Produce written job instructions, traffic plans, switching orders, work protection
  • Identify training opportunities for line crew and support staff
  • Coaching and development of Line Staff.

  • Escalate unresolved concerns to the attention of management.

Knowledge and Experience include but are not limited to the following:

  • Demonstrated high integrity, with a passion for continuous improvement, and positive attitude to collaborate both internally and externally with the organization.
  • Knowledge of safety laws and regulations listed below and ensure that all members of the line department and others in the worksite understand and adhere to the applicable laws, regulations, and policies.
    • The Occupational health and Safety Act and Regulations for Construction Projects and Industrial Establishment.
    • IHSA’s Electrical Utilities Safety Rules and
    • Regulation 22/04: Electrical Distribution Safety
    • Ministry of Transportation Traffic Manual – Book 7
    • Go Standards and ESA Distribution Standards
  • Maintain a good understanding and knowledge of line related procedures, system upgrades, and equipment changes to effectively and safely maintain all electrical systems.
  • Ability to direct, guide, train, and instruct Line Staff in all electrical distribution system work and affiliate business work.

Shift & Normal Work Week:

  • The normal work week for Line Trade employees is forty (40) hours per week consisting of five

(5) days of eight (8) hours each from Monday to Friday inclusive, between the hours of 07:30 and 16:00 with a half (1/2) hour lunch break.

  • Overtime as required.
  • Standby Duty: Weekly (Thursday end of day to the following Thursday end of day) 

Wage Rate or Range:

  • 2026 RSL Lead Hand:
    • Current: $52.10/hour

Residency Requirement:

  • As a condition of employment, the successful candidate will be required to reside within a 30-minute commuting distance to the office at 985 Industrial Rd., Prescott, ON to meet RSLs emergency response requirements.
