SCADA (Supervisory Control and Data Acquisition) Supervisor

Salary Range for Qualified Candidates: $77,823 to $86,470

The SCADA Supervisor is responsible for the design, development, implementation and operation of the SCADA (Supervisory Control and Data Acquisition) system. This position is also responsible for the integration of SCADA with the OMS (Outage Management System); provides technical direction to the Hydro Distribution Department for device connectivity and configuration; regularly works with Engineering, System Planning, and Hydro Distribution departments to maintain the operation of the SCADA system and ensure integration between the SCADA system and field devices; is the primary contact for the SCADA system and liaises with SCADA vendors and other ENWIN departments to ensure standards and integrations are met for proper system function, safety and compliance; works with generators on the ENWIN distribution system to ensure their generator outputs are monitored and able to be controlled through the SCADA system and liaises directly with customers to troubleshoot problems with their generator communication systems; liaises directly with, sets up and manages inter-control room SCADA feeds with Hydro One and the IESO; troubleshoots SCADA communication problems in collaboration with IT department network analysts, and directs staff to set up and troubleshoot SCADA problems with field devices. This position may act as back-up Supervisor for the System Control Room and provide direction and training to Control Room Operators.

Specific duties include but are not limited to:

  • Troubleshoot and investigate SCADA/System Automation/Network equipment and system issues as required, works with Network and Security Analyst (IT) for communication issues and cybersecurity as required; monitors the health of the SCADA system and monitors SCADA system security in collaboration with Network and Security Analyst; provides recommendations to IT and assists with the management of access to the SCADA system by all parties; provides direction to operations staff during troubleshooting efforts requiring field activity; identifies needs to maintain and enhance the SCADA system and provides budget estimates and business cases for those expenditures;
  • Reviews the SCADA system and makes recommendations to System Planning Engineer and Network and Security Analyst for further automation and SCADA system enhancements; implements any new devices (including testing, verification and commissioning of new points); connections, software, hardware; formulates and annually updates the SCADA plan for the future, making recommendations on priorities for SCADA system evolution and upgrades to the appropriate Engineer, Director or Manager and provide budget estimates and business case justifications as required;
  • Acts as a primary liaison and level one support for Hydro Operators (including training of Operators on new aspects of the SCADA system in collaboration with System Control Supervisor); Reviews third party SCADA service providers and makes recommendations on SCADA services;
  • Troubleshoots end-point devices including their operation, settings and communications (with Network and Security Analysts), performs end point field device head-end SCADA installation, researches and investigates new end point devices, tests and confirms proper end-point identification and operation. Develops and, implements electrical system alarms; Develops, implements and monitors SCADA system alarms;
  • In collaboration with Network and Security Analysts, coordinates requirements, communications and configuration of devices for generation customers; Interacts with external customer's service providers through the review of designs, advising on communication requirements and ensures installation adequacy through appropriate testing of generation connections;
  • Reports corporate statistics on reliability of power supply and works to automate the determination of reliability reporting from the OMS.

Candidates should have a fundamental understanding of SCADA systems or other comparable control and monitoring systems with associated software. Required Qualifications Include:

  • College Diploma or University Degree in Electrical Engineering.
  • Minimum 2 years of similar or related experience preferred.
  • Computer Systems Technology – Networking Diploma considered an asset.
  • Knowledge of SCADA systems, Programmable Logic Controllers, Digital and Analog relaying with associated software.
  • Understanding of electrical distribution networks, power system equipment, transformer station operation and electrical theory.
  • Knowledge of computer networks, software, cybersecurity, databases, various operating systems and system lifecycle planning.
  • Understanding of power quality issues and industry standards, communication infrastructures including fibre optic switches, cellular 900 MHz radio, Wi-Max, Wifi, Bluetooth, associated operations systems and software.
  • Excellent leadership, project management skills and organizational ability.
  • Excellent problem solving, analytical and critical thinking skills.
  • Ability to communicate effectively and professionally with co-workers, other departments, vendors and customers.
  • Ability to work independently and with minimal supervision.
  • Valid class “G” driver’s licence.
