Senior Electrical Distribution Safety Engineer

General Accountabilities

Provide leadership in the interpretation and advice to ESA personnel and electrical distribution company personnel on the operation and application of the Electrical Distribution Safety Regulation and the associated codes and standards. Provide advice on the adoption of codes or standards. Prepare proposals on the amendment of the Canadian Electrical Code and standards relevant to electrical distribution systems. Provide advice to committees and subcommittees responsible for the Canadian Electrical Code.

Technical Support

Conduct engineering analysis of problems and produce engineering reports, directives or bulletins in consultation with the supervisor to resolve field problems.  Receive request from supervisor to examine particular aspects of electrical distribution system installations or equipment. 

Compliance Monitoring

Assist in the development of processes to monitor and report on local distribution company performance. Identify problems and make recommendations to supervisor to resolve them. Develop, with the participation of ESA personnel and local distribution company and other stakeholders, guidelines for the inspection of distribution systems. 

Regulation, Codes and Standards Development

Develop, maintain or update engineering safety standards, criteria, guides, methods and procedures. Receive assignments from Supervisor relating to these and/or identify potential problems, issues and opportunities. 

Education:

Requires a knowledge of engineering theory and practice in the areas of electricity, problems and drawings, mechanics, materials, structural theory and design, as related to safety, designing, engineering, and constructing of distribution lines and stations. Requires knowledge of English and technical writing to prepare the necessary reports and to effectively communicate and carry out the work. This knowledge is considered to be normally acquired through the completion of 4 years of university training in electrical engineering.  Requires a professional engineer designation. 

Experience:

Requires experience in distribution systems design, construction, operation, maintenance and systems to understand design practices, physical and performance characteristics of equipment and materials, work methods, as they relate to electrical safety. Requires knowledge of utility work practices, maintenance and safety standards. Requires experience to be responsive to customer needs and to provide prompt service, conveying courtesy, trust, and confidence. Requires experience with the development and application of codes and standards for the design and construction of distribution systems and the processes for the development, revision or approval of such codes and standards.  Preference will be given to candidates that have experience on Technical Committees related to codes and standards referenced in Regulation 22/04. Requires supervisory experience to lead a team of specialist staff. A period of over 8 years and up to and including 10 years is considered necessary to gain this experience.
