Position Purpose:

The Engineering MSP ensures the enterprise complies with all the Independent Electricity System Operator (IESO) Market Rules pertaining to metering services. This role provides technical support in establishing and troubleshooting metering communication networks and associated devices, metering installation, and registration. 

Responsibilities:

Technical

  • Manages maintenance of all required IESO documentation, electrical databases, and other technical documents related to metering
  • Provides technical direction regarding Metering and Metering Technologies
  • Provides technical support in the setup and troubleshooting of metering communication networks
  • Prepares technical documents including electrical drawings, cabling, and work plan schedules
  • Support the resolution of Distributed Generation Metering issues
  • Develops and presents reports to senior management on several Key Performance Indicators
  • Coordinates IESO registration and provides technical support throughout the IESO registration process
  • Approves and stamps technical drawings requiring a Professional Engineer designation
  • Supports the Troubleshooting and resolution of metering issues 

Strategic Support

  • Provides technical expertise in the planning, design and implementation of projects and key initiatives
  • Identifies opportunities to streamline or automate processes to continuously improve service delivery
  • Supports the creation of budgets, estimates, variances and forecasts related to Metering activities 

Compliance and Risk Management

  • Completes and documents distribution design, calculation of losses, and totalization tables
  • Ensures contractual agreements are compliant with regulatory requirements
  • Understands and meets regulated Meter market participant requirements
  • Plans and supports Reverification and Seal Extension Programs
  • Supports Interval and Large Customer Metering Programs, including all aspects of MV90 System
  • Supports all aspects of Commercial Metering 

Relationship Support

  • Communicates with Engineering stakeholders to obtain information as required
  • Attends and participates in IESO committee meetings as required 

Resource Effectiveness

  • Supports the scheduling of site maintenance, IESO audits, and meter trouble report (“MTR”) resolution
  • Maintains document control procedures and Meter Record management 

Safety

  • Ensures compliance to legislative, regulatory and Health & Safety policies, procedures and standards
  • Ensure all aspects of Company’s safety philosophy is executed and adhered to
  • Performs other duties as assigned 

Skills & Qualifications:

Education

  • Bachelor’s degree in Electrical Engineering or recognized equivalent
  • Professional membership with the PEO in good standing
  • Must hold and maintain a valid class “G” driver’s license 

 

Specialized knowledge

  • Knowledge of regulatory, environmental and governmental requirements/legislation (OEB Rules and Regulations, PIPEDA, OHSA, EUSA Rules, Measurement Canada, IESO, Regulation 22/04 and WHMIS)
  • Knowledge of technical specifications/standards relating metering/distribution within the IESO Market
  • Knowledge of electricity distribution and metering
  • Proficiency with MS Office applications 

Experience

  • Experience in dealing with contractors, developers and representatives within the Utility industry
  • Experience in a unionized utility environment an asset, with generation experience 

Skills/Abilities/Competencies

  • Solid problem-solving and analytical skills with the ability to provide practical and/or innovative solutions to complex technical issues
  • Strong written and presentation skills, with the ability to explain technical information in an organized and concise way
  • Ability to plan, prioritize and execute multiple projects and initiatives within established timelines  
  • Ability to build and maintain collaborative working relationships with internal and external stakeholders
