Estimator & Submission Specialist - TERAFLEX Limited

POSITION

Teraflex Limited, located in Ottawa, is looking for an Estimator and Submission Specialist that will report into the General Manager. The Estimator and Submission Specialist works on successively bidding and pricing jobs and projects within the Ottawa and surrounding areas. Prepares quality submissions to secure work. Engages and works closely with project team members, managers and vendors to help deliver estimates efficiently and on time. Actively searches and develops relationships for new and upcoming work opportunities.

The Estimator and Submission Specialist is responsible for estimating analysis and activities for Teraflex clients and stakeholders.

ACCOUNTABILITIES

  • Analyzes blueprints/drawings, specifications, proposals, contracts and other documentation to prepare time, cost, and labor estimates for projects
  • Applies knowledge of specialized methodologies, techniques, principles, or processes to specific project requirements to formulate an estimate
  • Reviews data to determine material and labor requirements and prepare itemized lists for project estimates
  • Computes cost factors and prepares estimates used for management purposes, such as planning, organizing, and scheduling work, preparing bids, selecting vendors or subcontractors, and determining cost effectiveness for projects
  • Pro-actively conducts process reviews to develop and establish standard hour, related cost data or effect cost reductions and other supporting documents as required
  • Ensures pricing consistency by maintaining historical information on quoted and completed projects
  • Consults with Operations or Project Manager, vendors, or other individuals to discuss and formulate estimates and resolve issues for estimate submissions
  • Conducts frequent searches on all available media/bulletin boards/job postings sites for bid and prequal opportunities
  • Works with the General Manager to negotiate and award contracts to successful subcontractors
  • Fosters strong relationships with existing and new clients
  • Requires occasional travel to project sites
  • Develops and maintains an extensive network of subcontractors, vendors and engineering firms
  • Works closely with the assigned Operations team in the development of the project execution plan
  • Possesses knowledge of all construction and electrical elements

QUALIFICATIONS

  • University degree or College diploma in Construction Estimating, Engineering, Electrical and Architectural Technology or related field
  • Minimum 5-7 years’ experience as a Construction Estimator
  • Understanding of light to heavy Civil construction in Utilities and an electrical background would be considered an asset
  • Canadian Government Security Clearance in Canada
  • Excellent communication skills (verbal, written and presentation)
  • Bilingualism would be considered an asset
  • Understanding of plan reading and interpretation of tender documents
  • Advanced Microsoft Excel skills
  • Proficient in Microsoft Project and MS Office Software
